Review of Structures for Management of European Regional Development Fund (ERDF) Programmes in Ireland December 2019
In 2019, in advance of the new programming round from 2021-2027 of European Regional Development Funding (ERDF), DPER appointed Crowe Consultants to undertake a review of the structures for management of ERDF Operational Programmes in Ireland. The review provided input into the deliberative process on the structures to manage ERDF Operational Programmes for the 2021-2027 period, and set out a number of options and recommendations for management structures, and for administrative, oversight and governance arrangements, for the 2021-2027 ERDF funding.
On the 22nd of October 2020 the Minister announced that the Regional Assemblies would act as Managing Authorities for the European Regional Development Fund (ERDF) Operational Programmes for the 2021 – 2027 programming period.
Partnership Agreement
This partnership agreement sets out the strategic direction for Ireland’s investment of European Structural and Investment Funds in the 2014 to 2020 period.

European Regulations and Guidance
These are the Common Regulations that cover each of the European Structural and Investment Funds, and the Regulations which are specific to each of the European Structural and Investment Funds. These regulations do not apply to the Fund for European Aid to the most Deprived.
The European Commission are empowered to put in place Delegated Acts by the Common Regulations above. This page on the European Commission website collects these Delegated Acts in one location.
Implementing Acts set out the correct processes for specific areas with the European Structural and Investment Funds.The European Commission makes all of the Implementing Acts for these Funds available on their website.
Guidance is published by the European Commission after consultation with Member States. The Guidance is intended to clarify any issues in interpreting or implementing the Regulations.
