Public Service Agreement 2024-2026 Action Plans

The reform of public services has always been a key feature of public service agreements, the extensive provisions of these agreements provide a comprehensive enabling framework to support continuous transformation in a modern and evolving public service. The Public Service Agreement 2024 – 2026 re-affirms the provisions of those previous agreements.
Public Service Agreement 2024 - 2026 supports the framework for transformation as set out in Better Public Services – The Public Service Transformation 2030 Strategy and the Civil Service Renewal 2030 Strategy delivering a composite reform agenda. This goal will be realised through the implementation of actions in line with the core themes of Digital and Innovation at scale and Workforce and Organisation of the Future.
Sectoral action plans, linked to the reform agenda in the Agreement (section 2.8 of PSA 2024 - 2026), have been developed by management in each sector in consultation with staff unions and associations. Sectoral management will, in due course, report on the progress of delivery of the reforms identified in the action plans. The actions plans will be published on the respective websites of the Public Service Departments and organisations concerned. Links to published action plans are available here:
