Public call for submissions for Ireland’s fourth Open Government National Action Plan 2023-2025

Introduction

Open Government Partnership in Ireland recognises that the active engagement of citizens and civil society is an essential element to the co-creation of Ireland’s Open Government National Action Plan.

Every two years Ireland’s Open Government Partnership Round Table commits to the co-creation of a National Action Plan that will make the State more transparent, more accountable and inclusive. These commitments are formulated on the basis of consultation with citizens and civil society.

We are now, accordingly, inviting members of the public and civil society to submit their priorities under four thematic areas.


What this public consultation call is seeking

This public consultation call is seeking:

  • your consideration of priority commitments for the Fourth National Action Plan 2023-2025
  • if you or your organisation have a proposed action or actions that could further enhance the open government values of transparency, civic participation and public accountability
  • that your proposed action relates to the Open Government values as set out below.

This public consultation will be open until Thursday 6 April 2023.


How to cross check your proposed action against open Government values

The Open Government Partnership has identified the following core thematic areas/topics for inclusion in the next National Action Plan and is inviting the public, and civil society, to propose relevant actions in respect of:

  • Transparency and Accountability in Public Office

The disclosure of more information, improved quality of disclosed information, improved access to information, enabling the right to information, overarching integrity principles, public ethics and corruption, campaign finances, civil society freedom, and media integrity.

  • Participative Democracy and Budgeting

Creating, proposing or improving opportunities, accountability or capabilities for the public to inform or influence decisions, improve the enabling environment for civil society, strengthen participatory democracy, further develop participatory budgeting, and the benefits of participatory dialogue.

  • Public Access to Government Data

Improve public access and information including access to information on public contracts and information relating to the environment, provide access to reporting and statistics relating to Freedom of Information, and improve public access and understanding of the justice system.

  • Strengthening Public Trust in Government

Actions that further increase participation by interested members of the public to inform decision-making throughout the policy cycle, via formal public participation and/or broader civic participation accessibility and measures that hold public officials answerable for their actions, develop open government data guidelines, plain language protocols.
