Civil Service Human Resources Division

The Civil Service Human Resources (HR) Division in the Department of Public Expenditure and Reform is responsible for supporting HR and developing and implementing a broad range of HR policy areas within the civil service.

The Civil Service HR Division is committed to providing a high quality service to customers across the civil service through the delivery of the People Strategy for the Civil Service 2017-2020 and the Senior Public Service Leadership Development Strategy 2017- 2020.

The Civil Service Employee Assistance Service (CSEAS) forms part of the Civil Service HR Division and is an important shared service element of the HR structure in the civil service. It plays a key part in an ethos of promoting employee wellness and organisational effectiveness.

The Civil Service Human Resources Division is responsible for the development of HR Policy in the Civil Service.

HR policy in the civil service includes:

  • strategic workforce planning
  • recruitment and mobility
  • OneLearning, the new civil service learning and development centre
  • equality and diversity policies and practices
  • leave policy, including the Public Service Sick Leave Scheme
  • probation and induction
  • talent management
  • career development and promotion
  • graduate recruitment and development
  • performance management systems/processes for all levels of the civil service
  • underperformance and employment policies (example: discipline, underperformance, grievance, dignity, bullying and harassment)
