Minister Chambers launches Public Consultation for National Development Plan Review and publishes updated Project Ireland 2040 Progress Tracker

Public Consultation for NDP Review
The Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation Jack Chambers has today (29 May 2025) visited the Cystic Fibrosis Ward under construction at Beaumont Hospital to launch the public consultation for the Review of the National Development Plan. The Minister has also launched today an updated Investment Projects and Programmes Tracker and updated MyProjectIreland interactive map.
Speaking at the launch, the Minister noted:
“I am delighted to launch the public consultation on the review of the National Development Plan, to gather views from members of the public and interested stakeholders on areas of national priority for NDP investment. The consultation is being hosted on my department’s website and will be open from today until 26 June.

“In the past four years, there has been more than €65 billion invested in capital infrastructure projects across our country to improve people’s lives through the National Development Plan. This funding has delivered roads, houses, schools, hospitals and more, with the aim of improving the lives of the people living in Ireland.”
Ireland’s population and its economy continue to grow at pace. There is a need to ensure that we can:
- provide housing for our growing population;
- support our growing economy and competitiveness so that we remain an attractive location for companies to invest in;
- provide critical infrastructure such as energy, water and transport to meet the needs of a growing population and economy; and
- support future economic growth to improve the living standards of the people of Ireland
Minister Chambers added:
“To deliver on these objectives, the government has prioritised an early review of the NDP, which will be published in July 2025. The review will cover all public investment in infrastructure through to 2035, and will use State funds, including the Apple Escrow Fund, the proceeds of bank share sales, and broader State funds including the Infrastructure, Climate and Nature Fund with some €20 billion in additional capital available for investment.”
“The NDP review provides an opportunity to implement this government’s clear ambition to prioritise the delivery of transformative, critical and growth-enhancing infrastructure over the next five years. This will be done by reassessing investment plans and capital programmes, updating project costings and ensuring a strong focus on value for money and delivery.
“To meet the ambitious timeline for the Review, officials in my department have commenced work identifying the objectives, priorities and critical milestones for the review. Bilateral engagement has taken place between Officials in my department and individual spending departments on their funding requirements and priority projects for 2026 to 2030, with Ministerial bilateral engagement also taking place from this week.
“While there will be a record level of funding available, it will be necessary to prioritise investments in sectors and programmes that support the core focus of the Review to fund the supporting infrastructure to deliver 300,000 additional homes by 2030, focusing on areas including water, energy and transport and to boost our international competitiveness.
“The review of the National Development Plan is happening in tandem with work by my department’s Infrastructure Division to identify the barriers to infrastructure delivery and what reforms are required to overcome them.”
Updated Progress Tracker for Project Ireland 2040
Last published in May 2024, the updated Tracker and Map published today on gov.ie/2040 showcase the steady progress being made in the delivery of the National Development Plan. This Tracker update which incorporates user-friendly dashboards, provides a composite update on the progress of all major investments that make up Project Ireland 2040. It focuses on the progress made on over 500 NDP projects and 146 programmes as at end-2024 with estimated costs greater than €20 million.
The MyProjectIreland interactive map is a citizen-focussed interactive tool. By clicking on the map at gov.ie/2040, members of the public can find updated information on projects being delivered under the NDP in their own local area. This update expands the coverage of the map to almost 2,000 projects across the country including schools, social housing schemes, roads, Garda stations, Primary Care Centres and libraries.
Speaking today, Minister Chambers said:
"I am delighted that there continues to be significant progress in the delivery of Project Ireland 2040. The investment tracker and interactive map provide those living here with a comprehensive overview of the capital projects being delivered or planned for their town, county or region. The overall level of capital funding is now at an all-time high. In 2025, €15 billion will be made available for investment to provide more schools, homes, improve hospital facilities and other vital infrastructure that will make a real difference in delivering better public services."
Some projects completed in 2024 under Project Ireland 2040 that are visible on the Map include:
- better health facilities such as new ward replacement at Portiuncula Hospital Galway and an extension to Mullingar Radiation Department in Westmeath;
- new social housing development schemes at Hansfield Station, Dublin 15, at Kennelsfort Road, Dublin 20 and at Nuncio Road, Kilkenny;
- improved cultural amenities such as the new library facilities at Ennis, Co Clare;
- new water treatment facilities at Old Connaught/Woodbrook in Bray, Co. Wicklow and the new regional water supply scheme in Kilkenny;
- important transport projects such as the Listowel Bypass and the N22 Ballyvourney to Macroom road and
- better educational facilities such as Mungret Community College, Co. Limerick and St Clare’s Primary School, Cavan

Investment Projects and Programmes Tracker
The Investment Projects and Programmes Tracker was first published in 2017 and updated at least annually since. The Tracker has been updated and expanded with the present update expanding the coverage of projects. User friendly features include a dashboard which automatically generates a number of summary charts and tables.
MyProjectIreland map viewer
Phase 1 of the MyProjectIreland map viewer went live in May 2019 alongside the publication of the first Project Ireland 2040 Annual Report. The interactive mapping tool now provides details on almost 2,000 projects across Ireland, ranging from small-scale investments to the largest projects included in the capital programme. The Viewer is hosted on gov.ie/2040 and is updated in collaboration with Tailte Éireann. The map also includes:
- mobile functionality to enhance the user experience of members of the public viewing via mobile devices;
- user friendly search functionality; and
- an Eircode search function whereby users can enter their eircode to prompt the user to zoom to the projects in their locality
The Viewer will continue to be hosted on gov.ie/2040.
Project Ireland 2040
Project Ireland 2040 includes the National Planning Framework (NPF), which sets the overarching spatial strategy out to 2040, along with the National Development Plan (NDP), which sets out the ten year investment strategy.
The National Development Plan itself sets out the investment priorities that will underpin the successful implementation of the NPF, and wider government policies. The overall funding of €165 billion for the lifetime of the National Development Plan out to 2030 was allocated on an indicative basis to each of the ten National Strategic Outcomes set out in the NPF. In addition, the NDP also set out 5-year expenditure allocations by department for the period 2021 – 2025. The multi-annual NDP ceilings were devised to give departments a degree of certainty for future planning. An additional €2.25 billion was allocated in 2024 as part of the update to the National Development Plan which set out revised ceilings from 2024 to 2026.
