The Institute of Public Administration (IPA) has committed to being the Centre of Excellence (CoE) for Learning and Development in the Public Service, as one of the flagship projects under the ‘Workforce and Organisation of the Future’ Pillar in the Better Public Services Transformation Strategy 2030. This pillar aims to upskill and reskill public servants to ensure they are equipped with the skills to deliver better public services and realise the ambitions of the strategy.
The IPA’s four key units – Whitaker School of Government and Management, OneLearning, Professional Development and Senior Public Service (SPS) – are putting this commitment into action. The Institute offers multiple specialist services and courses, including NUI-accredited undergraduate and postgraduate programmes, to assist public servants to contribute to transformation in their organisations, such as the Professional Certificate in Climate Action and Sustainability Reporting and the Professional Certificate in Governance.
SPS is continuing the leadership and continuous professional development of the senior ranks of the Public Service, expanding it from within the Civil Service to the wider Public Service at large, with the view of enhancing the leadership capacity at the highest level across the entire Public Sector.
The IPA is also currently scoping the procurement of a new Learning Management System to facilitate a digital ecosystem of learning and development opportunities for both the Civil and Public Service. The Institute has carried out an initial series of focus groups with key stakeholders across the Civil and Public Service and will continue engagement during the roll out of OneLearning and its other services to the wider Public Service.
