Local Government represents and serves the citizen. Putting People First involves the most fundamental set of changes in local government in the history of the State from regional and county level through to the municipal level of governance.

To reach its full potential, the local government system must maximise both representational effectiveness and accountability on the part of the elected councils, and operational efficiency on the part of the administration.
