Organisational Capability Review Implementation Plan 2021-2023

The Department's Organisational Capability Review was commenced in December 2019 under Action 20 of the Civil Service Renewal Plan. It is the sixth review of the programme and was carried out by a team from the Department of Public Expenditure and Reform, supported and assisted by a liaison officer from the Department of Rural and Community Development. Consistent with the previous reviews, it followed a set format to examine the Department’s capability under four over-arching filters – Leadership; Policy and Strategy; Delivery; and Organisational Capacity. The final report was submitted in June 2020.
The Organisational Capability Review Implementation Plan was the Department’s response to the review. It reflected the Department’s commitment to address the findings and implement the recommendations. The plan comprised a broad mix of small and larger transformational actions to facilitate delivery of the Department’s ambitious policy agenda and support it as a champion for rural and community development.
The Implementation Plan was implemented over the period from 2021 to 2024. A final report on the progress made over this time has now been completed and an Organisational Capability Review Closing Note can be viewed below. Overall, excellent progress has been made. The key area where further progress is required relates to data management and the development of our ICT capability. This will remain a clear focus for the organisation in the coming years – as will ensuring we continue our organisation’s development in areas such as governance, people, and collaboration.
The Department will continue to focus on organisational development and progress will be monitored regularly and reported on to the Senior Management Team on a quarterly basis, together with an annual update to Management Board.
