About EURES
EURES, the European Employment Services Network, set up in 1993, has been established by the European Commission to facilitate the free movement of workers within the European Union (EU)/ European Economic Area (EEA) countries.
The network is composed of:
- the European Coordination Office (ECO)
- the National Coordination Offices (NCOs)
- EURES Members
- the Associated EURES Partners
The purpose of EURES is to provide information, advice and recruitment/placement (job-matching) services for the benefit of workers and employers as well as any citizen wishing to benefit from the principle of the free movement of persons.
At European Level, EURES is:
- a co-operation network formed by public employment services in all EU/EEA countries
- 1,000+ specially trained European EURES advisers
- European database of employment opportunities
- CV Database of European Jobseekers
In Ireland, EURES is coordinated by the European Employment Services of the Department of Social Protection (DSP).

Opening up the EURES Network to other Members and Partners
The EURES regulation 2016/589 of April 13, 2016 gives information in relation the expansion of the EURES network to include additional organisations in order to increase the availability of offers and services to a wider audience of jobseekers and employers all over Europe.
Each Member State sets up an admission system for its own territory and lays out requirements and criteria for the admission of new EURES members and EURES partners. Any organisation providing employment services is welcome to join the network if it meets the criteria laid down in the EURES Regulation as well as the requirements and procedures of the relevant admission system.
Basic requirements
To become a EURES Member, an organisation must provide all the following three services:
- Contribute to the pool of job vacancies by transmitting data to the EURES portal
- Contribute to the pool of job applications and CVs by transmitting data to the EURES portal
- Provide support services directly to jobseekers and employers (e.g. information, guidance, post-recruitment support)
A EURES Partner must provide at least one of the three services mentioned above. It must also justify that it cannot deliver all the services required of a Member for example, because of its size, limited resources or the character of the other services it normally provides.
All EURES members and partners must meet certain minimum criteria listed in the EURES Regulation in terms of service delivery (for example, compliance with labour standards and laws, capacity to offer services, free services to workers) and participation in the EURES network (for example, delivery of data according to standards and formats, programming and reporting, allocation and training of staff).

Check if your organisation is eligible to participate in the EURES Network by reading EURES Ireland Members and Partners Admission Requirements below and completing the Quick Check Form included in the document.
Application for admission will be open for EURES Member and Partners for a period of three months each year.
