On behalf of the applicant – the Minister for the Environment, Climate and Communications (the “Minister”), Eamon Ryan TD – Eirgrid have submitted an application to An Bord Pleanála for approval under Section 181(2A)(b) of the Planning and Development Act 2000 (as inserted by regulation 4(b) of the European Union (Environmental Impact Assessment and Habitats) (Section 181 of the Planning and Development Act 2000) Regulations 2019 (SI No. 418 of 2019)).
In regard to the proposed development located within the existing North Wall Power Generating Station, Alexandra Road, Dublin 1, D01 A370, the Minister is satisfied that it is required by reason of an emergency, being a temporary electricity emergency identified by the Commission for Regulation of Utilities (CRU).
The Minister has considered whether an environmental impact assessment or an appropriate assessment is required in respect of the proposed development and, having had regard to Part X and Part XAB of the Planning and Development Act 2000 (as amended), is satisfied that both such assessments are required.
In accordance with the decision of the Board, the Minister proposes to make an Order under Section 181(2)(a) of the Planning and Development Act 2000 (as amended) to provide that the Act shall not apply to the proposed development.

Submissions and Observations
Any person may, within the period commencing on Wednesday 29 June 2022 and ending on Friday 29 July 2022, make a submission or observation in writing to An Bord Pleanála, 64 Marlborough Street, Dublin 1, D01 V902, relating to the likely significant effects on the environment and or adverse effects on the integrity of a European site, as the case may be, of the proposed development, if carried out. Submissions or observations duly made will be considered by An Bord Pleanála in making a decision on the application.
Public consultation period and locations
A copy of the application, including a draft of the order the Minister proposes to make under section 181(2)(a) of the Planning and Development Act 2000 (as amended), the plans, drawings and particulars in relation to the proposed development, the Environmental Impact Assessment Report and the Natura Impact Statement, may be inspected free of charge or purchased on payment of a specified fee (which shall not exceed the reasonable cost of making such copy) during public opening hours for a period commencing on Wednesday 29 June 2022 and ending on Friday 29 July 2022 at the following locations:
