Climate Action Plan 2025 (CAP25) is the third statutory annual update to Ireland's Climate Action Plan under the Climate Action and Low Carbon Development (Amendment) Act 2021.
The Plan lays out a roadmap of actions which will ultimately lead us to meeting our national climate objective of pursuing and achieving, by no later than the end of the year 2050, the transition to a climate resilient, biodiversity rich, environmentally sustainable and climate neutral economy. It aligns with the legally binding economy-wide carbon budgets and sectoral emissions ceilings that were agreed by Government in July 2022.
Climate Action Plan 2025 builds upon last year's Plan by refining and updating the measures and actions required to deliver the carbon budgets and sectoral emissions ceilings and it should be read in conjunction with Climate Action Plan 2024. The Plan provides a roadmap for taking decisive action to halve Ireland’s emissions by 2030 and achieve climate neutrality by no later than 2050, as committed to in the Climate Action and Low Carbon Development (Amendment) Act 2021.
Annex of Actions
As with CAP24, the CAP25 Annex of Actions contains only new, high-impact actions for delivery in 2025. The full set of measures and actions will continue to be found in the Plan where they will continue to provide the legally required roadmap of actions to reach climate targets while also supporting enhanced energy security with renewables, cleaner air, warmer homes with reduced energy bills, and better urban and rural transport services.
Strategic Environmental Assessment and Appropriate Assessment Screening Determinations
The final screening determinations for Strategic Environmental Assessment (SEA) and Appropriate Assessment (AA) have been made under Directives 2001/42/EC and 92/43/EEC for Climate Action Plan 2025.
The screening reports determined that neither a Strategic Environmental Assessment nor an Appropriate Assessment of Climate Action Plan 2025 are required.
