Phase 2: Checklist for deepen understanding and the three-pillar framework



Data and evidence

  • are there any existing data-sets or evidence about the issue in question?
  • is the quality and reliability of data-sets satisfactory or should we consider adding to it to or commissioning new data to address potential gaps?
  • has a diverse range of evidence-based research been investigated, including statistical data, practice-based insights, and emerging evidence, to make sure conclusions will be comprehensive and well supported?
  • has the potential for bias been considered, either from the findings of the evidence itself or from the conclusions drawn by the researchers?

Feasibility and implementation

  • does existing research have anything to say about the issue in question, particularly in terms of ‘what works’ and how?
  • where context or delivery varies, have the challenges and successes associated with their policy implementation and design been identified and can they be applied to the Irish context?

Legitimacy

  • have the perspectives and opinions of the stakeholders directly impacted by the issue been considered? It is crucial to consider viewpoints beyond lobby groups and NGOs and to recognise that these sources might provide only a limited perspective
  • have the implementing bodies and delivery agencies been consulted?
  • has the proposed approach been “road-tested” against existing systems of delivery? Have potential similar procedures and their challenges been explored?
  • does the analysis consider a wide range of perspectives and potential scenarios? Does it consider relevant information from the stakeholders?
  • are there opportunities for collaboration with research bodies? Are there research or academic bodies engaged in this policy area? Can they contribute to the development of the policy?
