Bill Morrissey

Bill has been assigned responsibility at PO level for the Air Navigation Services Division. The Air Navigation Services Division is responsible for air traffic management policy and the legislation underpinning the safety and economic regulation of the sector. In addition it has responsibility for the corporate governance of the Irish Aviation Authority (the State's aviation regulator) and AirNav Ireland (the State's commercial Air Navigation Service Provider), as well as for consumer protection in the aviation sector, including the package travel directive.

The division's main functions include:

The development and implementation of air navigation policy at national level

Development of air navigation policy at EU level, including the development of a new Single European Sky regulation to further streamline air traffic services across Europe, and input into SESAR, the Single European Sky's technological pillar.

Overseeing corporate governance of the Irish Aviation Authority (IAA) and AirNav Ireland.

Preliminary drafting of legislation to give effect to two international aviation agreements - the Montreal Protocol 2014 on unruly passengers and the Beijing Convention 2010 on terrorist actions against civil aviation.

Space policy, particularly in relation to the EU's Galileo satellite navigation system.

Development and implementation of air transport and package travel related consumer policy at national level
