Donal Kerr

Donal Kerr has been assigned responsibility at Principal Officer level for the National Roads, Greenways and Active Travel division. This division has overview on:

Advising on and overseeing implementation of Ireland's national roads policy, including by reference to Programme for Government commitments.

Securing exchequer funding to Transport Infrastructure Ireland (TII) for the efficient design, maintenance and delivery of national roads.

Recommendations in relation to proposed new national roads and related projects, including with respect to the Public Spending Code.

Oversight of TII's budget and delivery of the national roads programme.

Corporate governance of TII, including compliance with the Code of Practice for the Governance of State Bodies.

Updating of national roads legislation, particularly the Roads Acts (1993-2015) as amended.

Democratic process relating to TII and national roads.

Increase the number and regional spread of Greenways;

Working with the National Transport Authority which acts as the Approving Authority for most Active Travel infrastructure projects and with Local Authorities and State Agencies who act as sponsoring agencies for Greenways.

Achievement of the Government's ambition to increase numbers using active travel as a transport mode

Provision of Active Travel capital funding for walking and cycling infrastructure through the NTA's Active Travel Programme.

Oversight of the Safe Routes to School programme managed by An Taisce and the NTA

Funding of other Active Travel related programmes including Bike Week, Smarter Travel Workplaces and Campuses, CycleRight training and the Pilot Bike and e-Bike Upcycling Initiative
