The Irish Aviation Authority (IAA) has statutory responsibility for safety regulation of the civil aviation industry in Ireland. The IAA was established under the Irish Aviation Authority Act, 1993 and under the Act the Authority also has responsibility for advising the Minister for Transport and the Government in relation to aviation safety. The Authority regulates safety in accordance with standards set internationally by the International Civil Aviation Organisation (ICAO); EUROCONTROL; the European Civil Aviation Conference (ECAC), the European Aviation Safety Agency (EASA) and the European Union.
The 1993 Act gives the IAA powers to make Orders for the purpose of giving effect to the Annexes to the Chicago Convention specified in the Schedule to the 1993 Act or for the purpose of the performance of any other functions of the Authority under the Act.

Background of the report
The report was finalised in December 2015 and the Minister submitted it for the information of the Government, as also required under the Act, in February 2016. There is no requirement under the Act to publish the report; however, the Government agreed to publish the Executive Summary of the Section 32 Report which had been prepared with a view to publication and is publically available.
