Aviation Security

With effect from 1st January 2013, the Minister assigned responsibility for the monitoring of compliance with national and EU rules on aviation security to the Irish Aviation Authority (a role previously carried out by the Department until the end of 2012). The department retains overall responsibility for aviation security policy in Ireland and its existing aviation security obligations under all national and international legislation including the:

  • Air Navigation and Transport Acts
  • ICAO Annex 17
  • the Member State functions outlined in all relevant EU Regulations, and
  • ECAC Doc 30

The department advises the minister on aviation security policy matters and is responsible for the development and formulation of national policy in the field of aviation security.

The department’s functions and responsibilities also include the following:

  • leading Ireland’s engagement and representation at international level on all aviation security matters including all negotiations in respect of the development and amendment of EU and other international legislation etc
  • drawing up, applying and maintaining the National Civil Aviation Security Programme (NCASP)
  • the development and maintenance of Ireland’s national risk assessment for aviation security issues
  • the management and operation of the National Civil Aviation Security Committee
  • the National Hijack Plan

Relevant Legislation
