National Sustainable Mobility Policy

The Sustainable Mobility Policy (SMP) sets out the national strategy to 2030 for increasing the proportion of sustainable journeys taken in Ireland. Published in 2022, the Policy aims to increase the availability of sustainable travel options through supports for walking, cycling, shared mobility services and public transport use.

The first Action Plan under the Policy (2022-2025) included 91 actions to advance these objectives via investment in public transport infrastructure and services, active travel programmes, road safety and legislative initiatives, research, and public engagement measures. Progress reports on action delivery have been published on annual basis and can be found below.

While the SMP was originally aligned with the Climate Action Plan 2021, the introduction of sector‑specific emissions reduction targets in 2023, requiring transport emissions to be halved by 2030 compared with 2018, led to revised sustainable mobility performance indicators to 2030 as follows:

• 50% increase in daily active travel journeys
• 130% increase in daily public transport journeys
• 20% reduction in total vehicle kilometres travelled

These are some of the metrics used to measure performance against SMP objectives.

The second SMP Action Plan, covering the period 2026–2030, was published in March 2026. This Plan builds on the progress made under the first Action Plan and includes 95 diverse actions to collectively enhance a range of areas including infrastructure, services, spatial planning, behaviour change, accessibility, and data.

Progress on action delivery is overseen by a dedicated taskforce – the SMP Leadership Group – and published in annual progress reports:
