Review of the Transport Management Certificate of Professional Competence

The Department of Transport engaged the services of Grant Thornton to carry out a review of the Transport Management Certificate of Professional Competence (TM CPC) programme in Ireland. The TM CPC is a qualification intended to satisfy the requirement of professional competence in Regulation (EC) No. 1071/2009, under which every road haulage and road passenger transport undertaking must have a designated Transport Manager who holds the TM CPC.

The task included a review of the current TM CPC programme in Ireland; evaluation of proposals put forward by the Chartered Institute of Logistics and Transport (CILT); examination of the programme in other EU countries; consultation with stakeholders; identification of best practices; and provision of recommendations for the future development of the TM CPC programme.

Grant Thornton consulted with TM CPC authorities in other EU Member States and in the UK, Irish industry representative bodies, CILT, TM CPC training providers and a selection of small, medium and large haulage and passenger operators.
