Transport Appraisal Framework (TAF)

The Transport Appraisal Framework (TAF) provides appraisal and implementation guidance that aims to promote investment in the transport system which meets the needs of society, fulfils strategic policy objectives, and delivers value for money through a common framework for appraising transport investments in accordance with the Infrastructure Guidelines (IG).
The TAF replaces the Common Appraisal Framework (CAF) for Transport Projects and Programmes (published in 2016 and updated subsequently).
The changes facilitate the delivery of transport investment proposals through rigorous and proportionate appraisals, in compliance with IG requirements, and by making the appraisal framework more accessible and user-friendly. It is designed to help assist and guide Sponsoring Agencies when developing transport business cases for proposed public investment.
The most recent version of the TAF was published in July 2024 with updates (mainly to ensure alignment with the IG) formally announced through this Circular. Previously, in June 2023, this Circular formally announced the initial publication of the TAF and identified the main changes made from the CAF. The most recent update to the Framework was the addition of Module 11 in February 2025.
This guidance takes effect immediately and should be followed by Sponsoring Agencies when submitting appraisal documentation to the appropriate Approving Authority.
