How the plan will be delivered
The Transport Sectoral Adaptation Plan (T-SAP II) sets out 39 actions to help Ireland’s transport system prepare for the impacts of climate change. These actions cover the period from 2025 to 2030, but adaptation is an ongoing process. Some actions will take longer and will continue into future plans.
Who is responsible
The Department of Transport will lead implementation, supported by:
- an internal cross-sector Steering Group to oversee delivery
- a Planning Group to deliver specific actions
- Climate Adaptation Champions appointed within each organisation to track progress and promote internal organisational ownership
Monitoring and reporting
The Department of Transport has developed climate resilience indicators to help measure progress across the transport sector. These indicators will focus on areas such as:
- integration of adaptation into infrastructure design and maintenance
- risk management and emergency planning
- staff training and organisational awareness
- long-term investment in climate resilience
Progress will be tracked through a new Monitoring, Reporting, Evaluation and Learning (MREL) framework. This will allow for:
- regular updates on delivery of actions
- shared learning across organisations
- ongoing identification of gaps and challenges
- clearer understanding of how adaptation is being embedded
Key indicators will track implementation across transport modes, making it easier to report on progress under the Plan.
These indicators will be co-developed with transport agencies and tailored to reflect the diverse roles and responsibilities across the sector. They will also support reporting under the wider National Adaptation Framework (NAF) and future updates to Ireland’s climate policy framework.
