This Review of the Rural Transport Programme was carried out in the context of the Government-wide framework of evaluation of public expenditure programmes under the "Value for Money and Policy Review Initiative‟. The scope of this Review encompasses the period 2002-2009 from the Programme inception as the Pilot Rural Transport Initiative (RTI), with a specific focus on the period after 2007, when the Programme was mainstreamed.
