Interim Grievance Manager of the Defence Forces (IGM)

This complaints process is for serving members of the Defence Forces (PDF & RDF) only. Please note that former members of the Defence Forces may be able to make a complaint to the Ombudsman for the Defence Forces (ODF).

Through the Interim Grievance Manager, you can make a complaint of prohibited conduct that you have experienced, or are experiencing currently in the workplace. This complaints process is completely external to, and independent of, your chain of command.

The Independent Review Group (IRG) Report on Dignity and Equality Issues in the workplace published on 28th March 2023, as part of recommendation 4.2.1, called for immediate reform to the process of making a complaint of unacceptable behaviour under Administrative Instruction, A7, Chapter 1.

The Interim Grievance Manager of the Defence Forces, Mr Kevin Duffy, will be supported by a panel of external HR professionals to provide members of the Defence Forces with access to an external and independent complaints process, through which complaints of an interpersonal nature can be investigated. The external panel of specialist HR investigators will carry out investigations into such grievances, and submit a fact-finding report to the IGM.
