Bernie Kelly

Overall responsibility for delivering Shared Services in the Civil Service and setting standards and implementing government policy for Shared Services across the Public Service in Ireland.

Under the Public Service Management Act 1997, the “Head of the Scheduled Office” (in this context the Chief Executive), is responsible for the following duties, including but not limited to:

  • Managing the business generally of the National Shared Services Office (Office);
  • Implementing Government policies appropriate to the Office;
  • Monitoring Government policies that affect the Office;
  • Delivering outputs as determined with the Minister;
  • Providing policy advice to the Minister on all matters within the remit of the Office;
  • Preparing Statements of Strategy for submission to the Minister;
  • Providing progress reports to the Minister on the implementation of the Statement of Strategy;
  • Ensuring proper use of resources and the provision of cost-effective public services; and
  • Preparing an outline of how specific responsibilities are to be assigned to other officers in the Office;
  • Managing matters relating to appointments, performance, discipline and dismissal of civil servants below the grade of Principal or its equivalent.
