The Minster for Health Stephen Donnelly has reappointed two members to the Board of the Health Products Regulatory Authority, and reappointed Dr Richard Reilly as a member and Chair the Advisory Committee for Medical Devices (HPRA).
Dr Joe Collins was appointed to the Authority of the HPRA in September 2020.
Dr Collins graduated from the School of Veterinary Medicine, UCD in 1987. He has since worked in Ireland and the UK in private veterinary practice, in the pharmaceutical industry and in the university sector. Dr Collins is currently Chief Veterinary Advisor at The Donkey Sanctuary, a UK headquartered global NGO and teaches on animal remedies and scientific animal protection (SAP) training courses in Ireland.Dr Collins is currently Chief Veterinary Advisor at The Donkey Sanctuary, a UK headquartered global NGO and teaches on animal remedies and scientific animal protection (SAP) training courses in Ireland.
Dr Collins has previously been President of Veterinary Ireland, is currently President of FEEVA (the Federation of European Equine Veterinary Associations), and served on the National Committee for the Protection of Animals used for Scientific Purposes and the Veterinary Council of Ireland. Dr Collins holds a PhD in equine welfare and is a Chartered Scientist, Chartered Biologist and Fellow of the Royal Society of Biologists. His main interests are in animal welfare and protection, veterinary medicines and professional standards.
Dr Joe Collins is re-appointed to the Health Products Regulatory Authority (HPRA) with effect from 1 January 2025 to 27 September 2028.
Professor Reilly is Professor of Neural Engineering at Trinity College, The University of Dublin. This post is a joint position between the School of Medicine and School of Engineering. He is a Principal Investigator of the Trinity Centre for Biomedical Engineering (TCBE) and also a Principal Investigator at the Trinity College Institute of Neuroscience (TCIN). His research interests are in clinical neural engineering based on signal processing of electrophysiological, neuroimaging and bioacoustic data for the development of quantitative methods to understand neural function and the underlying pathophysiology of sensory and cognitive processing.
He is a member of the Royal Irish Academy, Fellow of the Royal Academy of Medicine in Ireland, Fellow of the European Alliance for Medical and Biological Engineering & Science and an honorary Fellow of the Royal College of Physicians of Ireland. He was awarded the Haughton Medal from the Royal Academy of Medicine of Ireland in 2013 and a US Fulbright Award in 2004. He is the Editor-in-Chief of the IEEE Journal of Translation Engineering in Health and Medicine. Professor Reilly received his BE degree in Electronic Engineering, a MEngSc and a PhD in Biomedical Engineering from University College Dublin and a ScD from The University of Dublin.
Professor Richard Reilly is re-appointed to the Health Products Regulatory Authority (HPRA) and as a member and Chairperson of the Advisory Committee for Medical Devices with effect from 1st January 2025 until 31st December 2027.
