The Minister for Health, Mr Stephen Donnelly TD, with the consent of the Minister for Business, Enterprise and Innovation, has reappointed the following person as a non-professional member of the Occupational Therapists Registration Board from 3 September 2020 to 13 February 2024:
Ms Ann Sheehan
Ms Ann Sheehan has been a Senior Business Manager, Customer Solutions Marketing & Sales Consultant since 2002. Prior to that, she worked for 12 years as a Senior Marketing/ Sales Executive with Shannon Aerospace/ Lufthansa. She has also worked with An Bord Altranais where she served as a member of the board for seven years in addition to being on a number of its committees. Ms Sheehan is currently a member of that body’s Preliminary Proceedings Committee and has also been a Council member of the Pharmaceutical Society of Ireland since 2015.
Ms Sheehan is currently studying part-time for a degree in psychology. She also volunteers as a SAGE Advocacy Representative offering support and a service for older people. In addition to this in 2017, Ms Sheehan was made a Director of Cuan Counselling located in Dingle Co. Kerry.

Ms Ruth Maher
Ms Ruth Maher was appointed as Director of Strategic Project and Transformation, University of Limerick in 2017. Ms Maher is a Registered General and Registered Children’s Nurse and holds an MSc in Clinical Neuroscience from the University of Surrey.
After qualifying as a Nurse, Ms Maher worked in Dublin prior to moving to London where she worked in the National Hospital Queen Square and Great Ormond Street Hospital where she held a number of positions in both clinical and administrative settings.
Ms Maher returned to Ireland in 1999 to take up the position of Ireland’s first Nursing Practice Development Co-ordinator in Paediatrics and subsequently moved into quality, regulatory and patient safety roles both locally, at hospital level, and nationally for Ireland’s Health Service Executive. During this time Ms Maher served on a number of national, Department of Health Committees and working groups, was Project Officer to the National Council for Nursing and Midwifery and acting Chair of the Department of Health Paediatric Nurse Education Review Group.
Ms Maher was also a member of a Recognised Research Ethics Committee for eight years. She has also held adjunct faculty positions in both the University College Dublin School of Nursing and Midwifery and in the Institute of Leadership in the Royal College of Surgeons in Ireland and she considers her ability to build relationships and collaborating with colleagues as key to achieving corporate objectives.

Niall Byrne
Mr Niall Byrne is the Registrar and Chief Officer of the Pharmaceutical Society of Ireland (PSI) which is the statutory body responsible for the regulation of pharmacists and pharmacies in Ireland. Previously, he worked at senior level with the Public Appointments Service and with the Health Information & Quality Authority. He has extensive experience of governance within the statutory sector and has also served as both a director and charity trustee of several voluntary bodies. He holds third-level qualifications in public administration, governance, and ethics.

Mr Paul Longmore
Mr Paul Longmore is a social worker and systemic psychotherapist with extensive experience in the field of mental health across a range of settings, sectors and roles. He is currently serving as Clinical Director of Jigsaw, a voluntary sector organisation principally funded by the Health Service Executive (HSE) that provides primary care level mental health services to young people aged 12-25 years. He previously worked as a senior mental health social worker with Mater/HSE Child & Adolescent Mental Health Services (CAMHS). Mr Longmore has lectured on postgraduate level training programmes in Psychotherapy and Social Work at University College Dublin and Trinity College Dublin. He Has also completed healthcare management training with the Royal College of Surgeons in Ireland.
The Minister for Health, Mr Stephen Donnelly TD, has reappointed the following persons as professional members of the Psychologists Registration Board from 3 September 2020 to 20 July 2023:
Ms Edel Moloney
Ms Edel Moloney is a chartered Psychologist with the Psychological Society of Ireland and is also a member of its division of Work and Organisational Psychologists (DWOP). She holds an MSc in Organisational Psychology and an MSc in Management.
Ms Moloney is the Change and Development Manager in Speedpak, an award-winning social enterprise with two commercial businesses, providing work experience and training to long-term unemployed people living in disadvantaged communities who experience social exclusion. She was previously a member of the Northside Partnership’s Senior Management Team. Ms Moloney also has considerable experience working in the financial sector both in Ireland and the UK where she specialised in providing advice and training to corporate clients in relation to legal and compliance issues.
Ms Moloney has been actively involved with various community and statutory organisations. She is currently vice Chair of the Board of the Northside Counselling Service. Previous Board experience includes chair of the Board of the Discovery Community Training Centre in Darndale; a member of the Board of Breastcheck and subsequently the Board of the National Cancer Screening Service during which time she was a member of the Audit Committee and also chaired the Board’s Governance Committee. Ms Moloney worked for a number of years as a voluntary mediator with Community Law and Mediation in Coolock and is currently a Trustee of the Pobal Pension Schemes comprising 60 individual company schemes.
Mr Kieran Woods
Mr Kieran Woods retired from the Health Service Executive (HSE) in 2016 having worked as a clinical psychologist for thirty-five years. He was awarded his professional clinical psychology qualification from the British Psychological Society. His academic qualifications include an MA in Psychology from University College Dublin and a Health Care Management qualification from the Institute of Public Administration. On completion of his training, Mr Woods worked for the then Eastern Health Board for nine years. He worked initially in adult mental health services before moving at its inception to the Kildare Child and Adolescent Mental Health Service.
Mr Woods was subsequently appointed Principal Psychology Manager of the HSE Donegal Psychology Service. During that time, he was also manager of the Donegal Bereavement Service and COSC as well as, at times, acting in the role of General Manager of HSE Donegal Primary Care Services. He served on the National University of Ireland Galway Programme Board for the Doctorate in Clinical Psychology for many years and has also served as chairperson of the Heads of Psychology Services Ireland. Mr Woods has been a member of a variety of committees and working groups at national, regional and local level.
