Following a Public Appointments Service (PAS) campaign, the Minister for Health, Mr Stephen Donnelly T.D., with the consent of the Minister for Business, Enterprise and Innovation, has appointed the following persons as members of the Health and Social Care Professionals Council (CORU). These appointments are from 26 November 2020 to 18 November 2024:
Ms Aisling Timoney
Aisling Timoney is a Healthcare Solicitor with over 8 years’ experience. Aisling has a particular interest in, and specialist knowledge of, professional regulation. She has spent a considerable amount of her career analysing and advising on the legal, regulatory and ethical issues and challenges faced by healthcare professionals. Aisling has led on corporate governance and risk management issues, in addition to contributing to strategic projects and change management initiatives.
Aisling is currently a Senior In-house Solicitor at Medisec Ireland. In this role she advises general practitioner members on a number of issues including claims, Medical Council complaints, ethical queries, Coroners’ Inquests and HSE investigations. As a member of Medisec’s senior management team, she also leads ongoing strategic reviews and business development projects and is responsible for the GDPR compliance of Medisec’s risk register.
Aisling previously worked as a solicitor at Hayes Solicitors and Matheson Healthcare. She also worked as an in In-house Legal Advisor at The Medical Council of Ireland.
Aisling completed her LLB in Trinity College Dublin and the Université Panthéon-Assass in Paris. She also holds qualifications in Professional Regulation, Finance Law and is an Accredited Investigator.
Aisling is a member of the Medico-Legal Society of Ireland and the International Association of Privacy Professionals. She is also the editor of On Call magazine and is a regular contributor of legal updates through articles to external publications and nationwide speaking engagements.
Ms Maureen Carolan
Maureen Carolan is an experienced Company Secretary who has had a lengthy career in Bank of Ireland in various roles. In addition to working as a Company Secretary she has worked as a Governance Manager, a Trust and Banking Manager and a Personal Trust Manager. Maureen has strong business acumen and extensive knowledge of corporate governance. In her role as Company Secretary, Maureen worked in a number of divisions including Bank of Ireland Mortgage Bank, Bank of Ireland Private Banking, New Ireland Assurance (Investment and Audit Committees) and the Bank of Ireland Group Audit Committee. In these roles her duties included providing principal support for Independent Non-Executive Directors and drafting papers for the Boards and Committees across a range of technical and governance matters.
Maureen holds a Diploma in Wealth Management from the Institute of Bankers and a number of further financial and secretarial qualifications such as certificates in Irish Company Secretarial Practice and Share Registration, Investment Advice, Mutual Funds and Financial Services. Maureen also hold a Bachelor of Arts Degree in European Studies.
Maureen is currently a Director of a local community support charity, the Mounttown Neighbourhood Youth Project Ltd and is also a Board Member and Company Secretary of the cancer charity “Look Good Feel Better”. In addition to this charitable work Maureen is an active Member of the Society of Trust and Estate Professionals.
On the nomination of the Counsellors & Psychotherapists Registration Board, the Minister for Health, Mr Stephen Donnelly T.D. has appointed the following persons as members of the Health and Social Care Professionals Council (CORU). These appointments are from 26 November 2020 to 24 February 2023:
Ms Rachel Mooney
Rachel Mooney is a Chartered Psychologist and an Irish Association for Counselling and Psychotherapy (IACP) Accredited Counsellor and Supervisor. She has also studied Sensori-motor Psychotherapy. She holds an MBA in Healthcare Management from Smurfit Business School. Rachel has been working full time in the field of Counselling and Psychotherapy since 1993. Her work has taken her across Europe and as far away as Israel where she co-organised a Global Conference in Jerusalem in 2000 when working with ICAS International.
Rachel has been Director of the Health Service Executive (HSE) National Counselling Service in the East Coast since 2001. She works collaboratively with Directors of Counselling in each HSE Community Healthcare Area to ensure the highest standards of practice are followed, as well as ensuring consistency of service nationwide. She has led many projects over the years and is currently involved in rolling out a bespoke client case management and data management programme across all HSE Areas. Rachel enjoys supporting staff on a daily basis who provide counselling and psychotherapy for clients in Community Healthcare East who have experienced abuse in childhood, as well as patients presenting for counselling in primary care.
Ms Patricia Jordan
Patricia Jordan is a practising psychotherapist, having qualified with an MA in Counselling and Psychotherapy from the National Counselling and Psychotherapy Institute of Ireland (NCPII) in 2010. Prior to that, she was a founding member of the national co-ordinating team of Pobal for 15 years and was charged with supporting the development and implementation of social inclusion and equality related Government and EU programmes.
In that capacity Patricia was tasked with facilitating the formation of local Area Partnership Companies, which was then an experimental model of tri-partite governance between state agencies, social partners and local communities in areas of extreme disadvantage. Her work involved mentoring and advising voluntary Boards of management through intensive capacity building, conflict management, systems development and review. She contributed to programme operational development and was instrumental in progressing the framework for future social enterprise programmes.
Patricia holds qualifications in cognitive behavioural therapy, facilitation skills and personnel management. She is also a qualified teacher and trainer. She currently operates a busy practice that includes a high degree of community work including work with a women’s refuge and assisting those from disadvantaged backgrounds.
