Alan Seabourne
Alan had a career in the NHS in Scotland for around 35 years of which 25 years were in senior management executive roles, these included, Director of Facilities and Health Projects, Director of Community Care, Operations Director, Chief Operating Officer in Acute Hospitals, Chief Officer for a Health and Social Care Partnership and latterly before he retired he was the Project Director for the New South Glasgow Hospitals and Laboratory Project, the largest Hospital development in Europe at that time. During his NHS career Alan was responsible for delivering many healthcare projects both in the built environment and in service change and has led the capital development process of both PFI and capital funded projects from start to finish for a number of healthcare providers. He has huge experience within the business of healthcare infrastructure development including, strategic planning, project governance, project completion and sign off, commercial requirements of major projects, public relations, stakeholder management and senior project management and he has been involved at a political level throughout this time.
Since retiring from the NHS, Alan initially set up his own consultancy business in 2014 advising companies in the private sector on health infrastructure projects which was very successful. Over the past few years he has been a Non-Executive Director and Committee Member for a number of organisations including, Scotland’s Veterans Hospital, Lar Housing Trust who develop and provide affordable housing and as a lay member on a number of governance boards for the University of Glasgow in supporting the delivery of a one-billion-pound campus development programme which is currently being delivered on time and on budget.
In the recent past, Alan was employed for a fixed period of time by Child Health Ireland as the Chief Operational Commissioning Officer for Irelands New Children’s Hospital to develop the strategy for operational commissioning when the project is completed handed over to Child Health Ireland.
Alex White
Alex White SC is a practising barrister. He has been a senior counsel since 2010. He has a general civil law practice with a specialism in employment law, representing individual, public, and corporate clients before the courts and administrative tribunals. He is an accredited mediator and a member of the Chartered Institute of Arbitrators. Alex is a former Minister of State in the Department of Health, with responsibility for primary care. Subsequently he was Minister for Communications, Energy and Natural Resources, where he dealt with major infrastructural challenges including the National Broadband Plan, the launch of eircode, and the development of renewable energy policy. He was a programme producer with RTE for ten years prior to taking up practice at the bar.
Derek Moran
Derek Moran is a former Secretary General of the Department of Finance. He served in a number of senior roles in the civil service and was a member of the Central Bank Commission, National Treasury Management Agency, Civil Service Management Board and Chairman of the Financial Stability Group. He currently serves on a number of bodies including the Scottish Governments Exchequer Board, the Professional Standards Board of Chartered Accountants Ireland and the Council of the Foundation of Fiscal Studies. He is a native of Dublin and graduate of University College Dublin.
