Following a Public Service Appointments (PAS) campaign, the Minister for Health, Stephen Donnelly T.D., has appointed the following persons as non-professional members of the following Registration Boards:
Mr Gerard Gray from 14 February 2021 to 13 February 2025
Mr Gray was born in Armagh City where he lived before going to Liverpool University to study economics. Mr Gray qualified as an accountant with Ford Motor Company after joining as a graduate trainee. He spent more than 35 years working in senior financial and strategy positions with blue chip international organisations such as Ford, PwC, Courtaulds and Pilkington.
Mr Gray has worked extensively throughout the world, particularly in Europe and Asia, and lived in the US for 4 years. Over the last 15 years he has held Non-Executive Director positions in several not for profit organisations in the health, social care and housing sectors. He is currently a director and shadow chair of Coillte, a director of the Ireland East Hospitals Group, a director of Liverpool NHS and for the last 6 years Mr Gray has been Chairman of a large UK based Housing Group.
Mr Peadar Ward from 18 November 2020 to 13 February 2024
Mr Ward is the Chief Executive Officer of Order of Malta Ireland. He has a background in the public and semi state sector as well as the not for profit health care sector. Prior to his appointment as CEO of the Order of Malta he held various senior positions in the organisation including National Director of the Ambulance Corps and a director and trustee of the charity.
As a former Civil Servant with some 40 years’ experience Peadar has considerable expertise in both drafting and implementing policy across a range of disciplines. He has overseen several Change Management projects including the transition of 50 + workforce from the Department of the Marine to a commercial semi state company. He also project managed the establishment of a new state authority in the marine sector.
Peadar holds an MA in Industrial Relations from the University of Keele and has lectured on Change Management with the Open University on their MBA course. He is an accredited mediator with a background in workplace mediation.
He has extensive governance experience and served as a director, chairman and charity trustee on a number of boards of charities and NGOs. He is Past President of the Maritime Institute of Ireland and is at present a director of the Institute.
Ms Evelyn Cawley appointed with the consent of the Minister for Enterprise, Trade and Employment from 14 February 2021 to 13 February 2025
Ms Cawley’s experience and knowledge, both practical and academic, is ideally suited to support and to set professional standards for the delivery of a value for money and quality service to the public. Ms Cawley has a strong track record in and commitment to public service delivery and professional training.
Her work has spanned diverse areas at both policy and operational level such as in education, social work and community development, and more recently in the mental health and disability sectors. Ms Cawley’s experience as a board member both in the private and voluntary sectors has given her a good understanding of diverse organisations. She also has broad experience in regulated areas; first-hand experience of the management needs and accountability required by the State to ensure compliance and adherence to corporate governance and social responsibility.
Mr Christopher O’Hara appointed with the consent of the Minister for Enterprise, Trade and Employment from 18 November 2020 to 13 February 2024
Mr Christopher O’Hara worked in the HSE for over 30 years. In 2010 he resigned to start his own HR Business called HRworks Ltd. During his time in the HSE, Mr O’Hara was Director of Human Resources in Galway University Hospitals, Personnel Officer in the Western Health Board and Chief Officer in the Student Nursing National Applications Centre
Mr O’Hara holds a BA in Training/Education from NUI Galway and is a Fellow of the Chartered Institute of Personnel and Development (CIPD). He successfully completed the Organisational Development Programme at Roffey Park Institute, UK.
Mr O’Hara is a former Chairperson of CIPD Western Region and a former member of National Committee CIPD Ireland. He is a current member of CIPD Western Region Committee and a member of the Galway Executive Skillnet Steering Group.
Mr O’Hara volunteers with the Galway Simon Charity and Athenry/Simanjiro Tanzanian African Charity Project. He is a member of the Disciplinary Panel for the FAI. Mr O’Hara enjoys all sports and is a keen world traveller.
Mr Ian Boyle Harper appointed with the consent of the Minister for Enterprise, Trade and Employment from 18 November 2020 to 20 July 2023
Mr Boyle Harper is a practising barrister with extensive experience in the fields of regulatory, public, administrative and commercial law. He holds an undergraduate law degree from University College Dublin and a master’s degree from Harvard Law School. Ian also teaches on the Barrister-at-Law degree course at the Honourable Society of the King’s Inns.
Mr Colm O’Leary appointed with the consent of the Minister for Enterprise, Trade and Employment from 18 November 2020 to 8 November 2024
Mr O’Leary has been working at management level in professional regulation over 15 years with three regulators in Ireland. He was instrumental in the establishment of the Register of Teachers in Ireland and has overseen the registration of well over 150,000 health and education professionals to date.
With significant experience in corporate governance, regulatory law and the management of risk and conflict of interest, Colm has presented to countless boards and statutory committees and he has overseen the drafting of many statutory instruments and amendments to primary legislation.
Mr O’Leary previously held roles as a lecturer in teacher education and as director of ICT and holds qualifications in Education, Management, Computer Science and in Professional Regulatory Law. He will shortly take up the position of the Director of Regulation with the NMBI.
Ms Caitriona Bradley appointed with the consent of the Minister for Enterprise, Trade and Employment from 18 November 2020 to 24 February 2023
Ms Bradley started her career as a community pharmacist and currently leads the regulation of CPD for pharmacists, as Executive Director of the Irish Institute of Pharmacy (IIOP) on behalf of the pharmacy regulator (PSI; The Pharmaceutical Society of Ireland).
The Irish Institute of Pharmacy is based in the Royal College of Surgeons, where Catriona collaborates with colleagues across Medicine, Nursing, Pharmacy, Physiotherapy, Psychology and Healthcare Leadership to support postgraduate learning for healthcare professionals. She is deeply committed to the delivery of person-centred care. Her qualifications in pharmacy, legal studies, quality improvement and coaching provide her with a breadth of skill and knowledge.
Caitriona’s career, which spans business, academia, professional regulation and leadership, enables her to draw on a wide range of experience and expertise. Her lived experience, as a parent, wife, daughter, friend, sibling, patient and carer, provide her with rich insights into the needs of people, families and communities. She is committed to good governance and is a board member of her local primary school. She welcomes opportunities to contribute to society at both local and national levels and is committed to the success of the CORU Council and Executive.
