The Provision of Employee Assistance Services to the Public Sector



Goods and services this Framework Agreement offers

Lot 1: Complete Employee Assistance Services Programme (to include management support)

  • A secure and confidential channel for end-users by means of telephone helpline and advice service accessible to all individual end-users 24 hours a day, 7 days per week, 365 days per year.
  • Independent and confidential counselling, support, advice, and information by suitably qualified persons to end-users 24 hours a day, 7 days per week, 365 days per year upon any welfare issue raised to be delivered by suitably qualified counsellors.
  • Active health and wellbeing promotion, where a dedicated website or online support system is provided which includes appropriate, up-to-date information and interactive tools
  • Promotional brochures and literature relating to the employee assistance services
  • Support for HR managers

Lot 2 Employee Assistance Services Counselling and Psychological Support Programme

  • Independent and confidential counselling, support, advice and information by appropriately qualified professionals to Service Users 24 hours a day, 7 days per week, 365 days per year upon any welfare issue raised to be delivered by suitably qualified counsellors.
  • Promotional material relating to the Employee Assistance Services.

Green or social considerations

In recognition of the social value of the provision of pro bono services, and to promote Responsible Business Conduct (RBC),there has been an inclusion in the Specifications and Requirements, that the Framework Members awarded a Service Contract under this Framework com mit to work towards providing at a minimum of one (1) set of counselling sessions of pro bono Counselling services to one end user, per annum, per Counsellor involved in the delivery of the services.

Pro bono Counselling services includes Counselling services provided free of charge and with no expectation of payment, to poor, disadvantaged and marginalised individuals and communities who cannot afford to pay for effective Counselling services without incurring significant financial hardship, and whose Counselling needs would otherwise be unmet, and charitable and other non profit organisations and social enterprises that work for them, and individuals and organisations on matters of public interest that would not otherwise be pursued.


Who can use this Framework Agreement

  • All eligible public sector clients. A comprehensive list of who can use this DPS is available in the user guide.

NOTE: For Central Government Departments and Offices, the Civil Service Employee Assistance Service (CSEAS) provides Employee Assistance Services to Civil Servants. Staff who are currently covered by the CSEAS will not be availing of services under Lot 1 ‘Complete Employee Assistance Services Programme (to include management support to in-house employee assistance services)’ under this Framework. The eligible parties for this Framework Contract, will be those for whom services are not currently available through the CSEAS.

Central Government Departments and Offices may also avail of the Services provided under Lot 2 ‘Employee Assistance Services - Counselling and Psychological Support Programme’ of this RFT.


Contract Dates

Valid from: Wed 01 May 2024

Expiry: Thu 30 Apr 2026

Contract extensions may be available for this arrangement; please check the Buyer Zone or contact support@ogp.gov.ie for further information. Specifically, if you are concerned that the expiry date will have an impact on your requirements.


How to use this Framework

Drawdowns from this framework agreement will be through direct drawdown.

Where Direct Drawdown is available you must copy the Notification to Activate Goods/Services Form (NAGF or NASF) onto your own headed paper and complete accordingly.

Once you have completed this, it must be sent to the Contractor.

The Contractor will counter sign and return it to you. The Contractor will then contact you to determine requirements.
