The Minister for Public Expenditure and Reform, Michael McGrath TD, today, Friday November 12th, published the fifth tranche of the Spending Review papers as part of the 2021 Spending Review process.
The spending review is a key platform for evidence informed policy making across the Civil Service. Supported by Irish Government Economic and Evaluation Service (IGEES) staff now working directly in all Departments, the process has become a focal point for the broad range of analysis ongoing across the Civil Service.
The papers published today relate to the area of healthcare, specifically papers that assess staff costs, home support expenditure and expenditure on social care for people with disabilities.
Welcoming the publication of the reviews, the Minister stated:
"Government continues to invest significantly in healthcare and the evidence produced as part of the spending review process, both by the Department of Health and my own Department, informs the challenges that exist and the choices we face in delivering better outcomes for all our people."
Two further tranches of spending review papers will be released in the coming weeks, reflecting a significant amount of ongoing work across departments.

Expanding Provision of Home Support and Total Cost of Long Term Care for Older persons - A Scoping Review and Exploratory Analysis
This paper, produced by collaboratively by staff in the Department of Health and the Department of Public Expenditure and Reform, conducted exploratory analysis to characterise how costs behave relative to changes in activity levels as a result of increased provision of home support, using available data on the current provision of long term care for older persons and findings from studies that have examined this in other settings.
Social Care for People with Disabilities: Trends in Expenditure and Delivery of Services.
This paper, produced by staff in the Department of Public Expenditure and Reform, highlights the increase in expenditure on social care services for people with a disability from 2015 to 2020 and analyses the levels of service provision and changes in services over this period. Over the six years under analysis, expenditure on these services has increased substantially from €1.53bn in 2015 to over €2.09bn in 2020.
Factors Affecting Agency and Overtime Expenditure in the Irish Health Service
This paper, produced by staff in the Department of Health, investigates potential drivers of agency and overtime expenditure in the health sector, and analyses expenditure and workforce numbers by individual service areas. It examines potential links between agency and overtime usage and whole-time equivalent numbers, and whether increased hours of work have led to greater service activity.
