The Minister for Public Expenditure and Reform, Paschal Donohoe, today (Wednesday) published the Revised Estimates for Public Services 2024.
The REV is a key milestone in the annual budgetary calendar and provides valuable information on the €96.7 billion worth of expenditure for 2024. It follows on from the 2024 Budget Estimates, set out in the Expenditure Report 2024 published on Budget Day, 10 October 2023. The Rev sets out any changes and a more detailed breakdown of expenditure across all the government departments.
The REV also includes key performance information, including financial and human resources, outputs and public service activities, as well as context and impact indicators. This demonstrates what is being delivered with public funds. A number of departments also include indicators relating to equality objectives.
The total Government Expenditure Ceiling published on Budget Day was €96.6 billion. The ceiling will increase by €85 million to €96.7 billion, as part of REV 2024. This reflects a change in timing for Cost of Living measures in 2024.
This level of investment will support a range of public services and infrastructure projects. The largest portion of expenditure at €25.6 billion is for the Department of Social Protection. This will support living standards through our welfare system. €22.8 billion for the Department of Health for the delivery of vital health services. €15.1 billion for Department of Education and Department of Further and Higher Education, Research, Innovation and Science to provide educational supports across primary, secondary and tertiary levels. €13 billion in capital expenditure to deliver investment in infrastructure including the continued delivery of new homes, rollout of transport projects to improve connectivity and progression of energy projects in support of national climate targets.
The REV was presented to the Dáil today and has been referred by the Dáil to the Select Committees for consideration.

“The publication of the Revised Estimates sets out investment of over €96.7 billion to support our public services and economy in 2024. This reflects the outcome of Budget 2024 with sustainable approach to public spending focused on delivery of our economic, social and climate ambitions.
"Capital investment levels continue to rise highlighting the government’s dedication to its commitments in relation to Housing, Transport and Climate Action.
"This will also provide funding for the rollout of the further cost of living supports including education and social protection measures for households alongside rollout of the Increased Costs of Business Grant.
"The breadth of information set out in this document illustrates the outputs and outcomes delivered through this significant level of investment in public services. In particular, the Performance and Equality Budgeting metrics highlight the progress we are making in these key policy areas.”
