The Minister for Public Expenditure, NDP Delivery and Reform, Paschal Donohoe, has today (11 October 2023) launched the programme of events for Public Service Transformation Week 2023 which will take place from 23 – 27 October.
Formerly Public Service Innovation Week, the initiative is now known as Public Service Transformation Week to reflect the government’s ambition of broader transformation across the Public Service as part of the Better Public Services transformation strategy.
The week will see Public Service Bodies host events such as workshops, webinars and in-person sessions sharing ideas and showcasing projects which provide better services for the Irish public.
The flagship Public Service Transformation Conference which opens the week will be an opportunity to celebrate and showcase innovation in the Public Service, share learnings and best practice, and identify opportunities to collaborate and work together to solve pressing challenges and deliver improved services.
The conference will feature discussions and workshops on the Better Public Service strategy’s objectives of achieving digital and innovation at scale, creating a workforce and organisation of the future and evidence-informed policy and services. There will be breakout sessions on embracing emerging technology in the Public Service and Ireland’s ambition to become a leader in digital public services.
Exhibitions showcasing Department of Public Expenditure, NDP Delivery and Reform-supported innovation projects will also be featured. These include projects delivering better outcomes for citizens and Public Servants through robotic processing automation (Department of Education), cyber resilience (UCD/UCC), AI-powered asset management (Louth County Council) and a project providing information via a virtual 360 tour (Courts Service).
This year, the Department of Public Expenditure, NDP Delivery and Reform have collaborated with Amazon Web Services (AWS) in hosting the conference. Other events throughout the week include a seminar on good practice and innovation in Local Government, sessions on inclusive research and using government data to empower transformation, and a ‘hackathon’ on improving Health Service workflows through the use of intelligent workflow automation and AI technologies.
Speaking about Public Service Transformation Week programme, Minister Donohoe said:
“Our ambition is for a Public Service that builds trust in public institutions, focuses on outcomes and delivers climate action and sustainability. My Department of Public Expenditure, NDP Delivery and Reform is leading efforts across the Public Service to achieve that ambition and ensure collaboration, innovation and the needs of the citizen are at the heart of what our Public Service does.
"I am very much looking forward to Public Service Transformation Week and its programme of events which once again highlights to me the level of innovation taking place in our Public Service and the potential to deliver truly transformative projects at scale.”
Speaking about the Transformation Conference Mark Finlay, Head of Public Sector, AWS said:
“This conference will bring together many of the key decision makers who will bring the government’s public service and digital transformation agenda to life. I am looking forward to highlighting how other public services across the world have improved their service delivery by harnessing the power of the Cloud.”

Better Public Services, is a transformation strategy to 2030 for the Public Service aimed at delivering for the public and building trust.
The vision set out in the Strategy is for inclusive, high quality and integrated Public Service provision that meets the needs, and improves the lives, of the people of Ireland. The Public Service Transformation Framework, which is at the core of the Strategy, comprises three central themes: Digital and Innovation at Scale; Workforce and Organisation of the Future; and Evidence-Informed Policies and Services Designed for and with our Public.
The Framework is a clear direction of reform for the Public Service to 2030. Making progress under these themes will support sectoral level reform programmes already underway in the Public Service.
The Department of Public Expenditure, NDP Delivery and Reform (DPENDR) leads the transformation agenda across the Irish Public and Civil Service to support excellence in public service delivery.
