Department of Finance to host consultation discussion on ATAD Interest Limitation Rule Feedback Statement

As part of our continuing commitment to implementing agreed tax reforms, Ireland will transpose the Anti-Tax Avoidance Directive (ATAD) interest limitation rule (ILR) in Finance Bill 2021. Due to the complexity of the ILR and its interaction with domestic legislation, an iterative approach is being taken to its transposition. The current phase of the transposition process involves an ongoing public consultation on the second ATAD ILR Feedback Statement, which was launched by the Minister for Finance, Paschal Donohoe T.D., on 2 July 2021.
The views of stakeholders will be important in ensuring that Ireland’s ILR, when introduced with effect from 1 January 2022, meets the standards required under ATAD while also being clear and operable in practice and remaining consistent with Ireland’s long-standing focus on the taxation of activities with substance in Ireland.
To assist stakeholders in focusing their responses to the second ATAD ILR Feedback Statement, the Department of Finance is providing stakeholders with the opportunity to join a consultation discussion, to clarify any aspects of the second Feedback Statement in advance of the closing date for the public consultation on Monday 16 August 2021.
Deirdre Donaghy, Head of Business Tax in the Department of Finance, will chair a virtual discussion from 14:30 to 16:30 on Monday 19 July 2021. Officials from the Department of Finance and the Office of the Revenue Commissioners will address stakeholders’ queries in respect of the Feedback Statement.
All interested parties are welcome to attend, but advance registration is required via email ( ctreview@finance.gov.ie ). To facilitate an efficient discussion, it is requested that attendees submit questions in advance by email to ctreview@finance.gov.ie no later than 10:00 on Monday 19 July 2021.
