The Minister for Public Expenditure and Reform, Michael McGrath, has today (Friday 16 December) published the fourth tranche of papers as part of the 2022 spending review process.
The spending review is a key platform for generating evidence for policy making across the Civil Service. Supported by the Irish Government Economic and Evaluation Services (IGEES), the process has become a focal point for the range of analysis being undertaken across government departments.
Welcoming these reviews, the Minister stated:
“The spending review process has been important in ensuring that value for money is achieved for the taxpayer and that expenditure is allocated in a sustainable manner. The evidence base generated by spending review papers allows us to ensure that policies and programmes continue to operate efficiently and that planning and appraisal guidance remains effective.
“Today’s publication of 7 spending reviews across areas including enterprise, housing, children and social protection is welcomed, and brings the number of spending review publications this year to 19. Furthermore, 81 papers have been produced across the 2020-2022 Spending Review cycle to date.
"Overall, the spending review process continues to be a key policy tool for informing debate and acts as an important step in assisting with the ongoing delivery of positive outcomes for our citizens."
A number of further spending reviews are planned for publication in January. The 7 papers published today, in addition to all spending review papers published since 2017, are available on the Spending Review website.

The Public Spending Code: Planning, Appraising and Managing Capital Investment Programmes
This paper aims to assess appraisal and planning guidance for capital investment programmes used in other jurisdictions and identify shortcomings in the existing Public Spending Code guidance. The paper sets out a number of recommended guidance updates for each stage of the existing Public Spending Code project lifecycle.
An Overview of the Housing Agency
This paper maps the roles and responsibilities of the Housing Agency in the context of increasing government intervention in the housing market and examines the growth of the Agency, the governance arrangements in place, and the role of the Agency in policy design and implementation.

This paper is a pilot examination of the spending of the Irish Government on children, by the Department of Children and Youth Affairs in 2019. It is a first step in, what we see as, a long-term process of understanding whether expenditure is sufficient to adequately meet the needs of children, now and into the future.
Tusla Funded Community and Voluntary Sector Family Support Services
This Spending Review of Tusla-funded Community & Voluntary sector Family Support Services presents the high-level results of a comprehensive analysis conducted by the Department of Children, Equality, Disability, Integration, and Youth and focuses on the FSS policy landscape, Tusla’s model for FSS commissioning and governance, and trends in FSS expenditure in recent years. The Review also presents the key FSS cost drivers, as well as supply and demand indicators. The Review concludes with recommendations to help strengthen monitoring and evaluation processes.

Labour Market Trends: An Analysis of the Transition of PUP Recipients to Jobseeker’s Payments
This paper aims to provide an overview of the extent of the transitions from the PUP to the Live Register during the scaling down of the scheme in 2021 and 2022 and also to provide insights into the characteristics of the former PUP recipients, and the potential long-term labour market impacts of the COVID-19 pandemic.
