The Minister for Public Expenditure, NDP Delivery and Reform, Paschal Donohoe, has today (Thursday 19 December) published the Revised Estimates for Public Services 2025.
The REV is a key milestone in the annual budgetary calendar and provides valuable information on the €105.4 billion worth of voted expenditure for 2025. It follows on from the 2025 Budget Estimates, set out in the Expenditure Report 2025 published on Budget Day, 1 October 2024. The REV sets out any changes since Budget 2025 and a more detailed breakdown of expenditure across all the government departments.
The REV also includes key performance information, including financial and human resources, outputs and public service activities, as well as context and impact indicators. This demonstrates what is being delivered with public funds. A number of departments also include indicators relating to equality objectives.
REV 2025 builds on the work done at the time of Budget 2025 to deliver improvements and expansion across our public services for our growing population; to provide for continued investment in our young people and; prioritise the need to enhance our existing infrastructure.
Included in the REV is €26.9 billion for the Department of Social Protection. This will support living standards and provide targeted support for those who need it most. An estimate of €25.8 billion is provided for the Department of Health for the delivery of improved healthcare outputs and better health outcomes. €16.5 billion is being made available for the Education sector between the Departments of Education and of Further and Higher Education, Research, Innovation and Science. This will allow us to continue to build a dynamic, inclusive and affordable education system.
€14.8 billion in capital expenditure allocated across departments and agencies in REV 2025 will facilitate the continued delivery of the National Development Plan that provides housing, public transport, strong and reliable utilities, healthcare and schools now and for the future.

“The publication of the Revised Estimates sets out investment of over €105.4 billion to support our public services and economy in 2025. This reflects the outcome of Budget 2025 where a balanced and planned approach to budgetary policy has navigated difficult circumstances, delivered positive outcomes, and put in place the basis for a stronger future.
"Strong capital investment levels continue, with €14.8 billion in capital expenditure allocated, reflecting the continued rollout of the National Development Plan. These estimates also provide for the implementation of measures across all sectors of Government, announced as part of Budget 2025.
"The breadth of information set out in this document illustrates the outputs and outcomes delivered through this significant level of investment in public services. In particular, the Performance and Equality Budgeting metrics highlight the progress we are making in these key policy areas.”
