Publication of the National Shared Services Office Annual Report 2017

The Minister for Finance and Public Expenditure and Reform, Paschal Donohoe TD has welcomed the publication of the National Shared Services Office Annual Report 2017.

Minister Donohoe said that the report:

“shows the substantial achievements made by the NSSO in delivering shared services in the civil service, while at the same time, completing the legislative steps required to establish the NSSO as a statutory office.

“The completion of the HR and Payroll Shared Services projects by the National Shared Services Office over the last four years is a huge achievement for all those involved and for everyone who supported these projects to their successful conclusion.

"While still at an early stage of maturity, the establishment of Shared Services operations is contributing to the creation of a more responsive and agile public service.”

The mission of the NSSO, as a civil service office, is to provide excellent corporate business services to Government and other Public Service Bodies that meet end user needs and delivers value for money to citizens.

The NSSO is leading the transformation of HR, pensions, payroll and financial management administration in the civil service and integrating these separate programmes and functions under a single shared services organisation.

This will facilitate strategic HR and financial management across the civil service. Shared services also improves data and process capabilities which raises service levels and increases analytic capability.

The 2017 Annual Report focuses on the main developments during 2017, during which time the NSSO continued to pursue its strategic goals while operating as a unit within the Department of Public Expenditure and Reform.

CEO of the NSSO Hilary Murphy-Fagan said:

“With almost 125,000 public service customers receiving HR, pensions or payroll services from the NSSO, the scale of what has been achieved is significant. The NSSO is clear that the real benefit and value comes from the bringing together and combining HR, payroll and financial management."

Hilary Murphy-Fagan also thanked the staff of the NSSO for their work throughout 2017:

“I would like to take this opportunity to acknowledge and thank all NSSO staff, who are the real heroes behind this progress. Without their hard work, the milestones achieved could not have been reached.”

Some of the key achievements of the NSSO during 2017 were:

NSSO customer numbers reached almost 125,000, with the addition of nine Public Service Bodies as clients of the NSSO, representing a further 21,500 customers
establishment of a Process Automation team, to increase process efficiencies in HR and pensions Shared Services
completion of the Payroll Shared Services project – the last of the 52 in-scope public service organisations migrated their payroll and related services into the NSSO
signing of the NSSO Bill – the NSSO legislation passed all approval stages, preparing the way for the National Shared Services Office to become a separate office in 2018
the Financial Management Shared Services project moved into the build phase, in preparation for the transitioning of the first wave of government departments
