The Commercial Skills Academy (CSA) in the Office of Government Procurement (OGP) has successfully launched a new training programme for senior officials across the Public Sector. The 'Oversight of Capital Projects for Senior Officials' programme is designed for senior officials with responsibility for capital infrastructure projects. The programme was developed with the Royal Institute of the Architects of Ireland (RIAI) and the Society of Chartered Surveyors Ireland (SCSI) and is delivered in collaboration with both.
Launched in June, the training aims to enhance knowledge and understanding of the appropriate governance and oversight structures, necessary resources and control systems for capital projects.
Paul Quinn, CEO of the OGP, welcomed the launch of the programme, saying:
"I am delighted to see the CSA launch another successful programme to develop the commercial skills of the Public Sector. A successful pilot of the programme with attendees drawn from across the public service found that the programme offered practical insights, approaches and tools that they could quickly deploy in their own departments and agencies.
"This training supports Government’s objectives in obtaining value for money, increased cost certainty at tender award stage and an efficient delivery of publicly funded capital projects."
The programme consists of three sessions, focusing on governance and oversight arrangements, risk management and cost management. Two programme iterations are planned for later this year and more in 2023.

The Commercial Skills Academy (CSA) was established as a specialist-training unit within the OGP in 2019 to provide support for public sector bodies tasked with delivering capital investment projects, such as those set out in the National Development Plan. The CSA has developed a comprehensive training programme consisting of four different tiers/levels. This training caters to public servants’ differing levels of expertise, from those who are new to the area of capital investment management to those who are already heavily involved and experienced, and everyone in-between. The training is free of charge to participants.
