Following government approval last week, the Minister for Public Expenditure and Reform, Michael McGrath, T.D., has now established an an Independent Review Panel into the recruitment and pay determination processes in place for Senior Public Servants. The Panel is tasked to evaluate and make recommendations to strengthen the current pay determination and recruitment processes for Senior Public Servants. Minister McGrath secured the approval of Cabinet on Tuesday 29th March for the establishment of the Review Panel and work has proceeded since to establish it.
The Panel will be chaired by Dr. Donal de Buitléir, with Ms. Jenny Smyth and Mr. Bryan Andrews members of the Panel.
Minister McGrath commented:
“I am pleased to be in a position to establish this Panel tasked with reviewing the recruitment and pay determination processes in place for Senior Public Service posts. This review is critically important as it will ensure that the processes in place are open, transparent, and objective.
“I am delighted that Dr. Donal de Buitléir has agreed to act as the independent chair of the Review Panel with Ms. Jenny Smyth and Mr. Bryan Andrews accepting invitations to serve as members of the Panel.
"These appointments have the depth of technical knowledge and practical experience required to ensure that a robust and comprehensive review is undertaken. I look forward to receiving the output from the Panels work later in the year”

Bios of Members of the Review Panel
Chairperson - Dr Donal de Buitléir:
Current Member of The Policy Authority (since March 2021) and former Chairperson of the Low Pay Commission (2015 to 2021). Former Director of Publicpolicy.ie, former President of the Statistical and Social Inquiry Society of Ireland and a former Chair of the Foundation for Fiscal Studies. He was a Board Member of the Health Services Executive between 2005 and 2009. Previously he worked in AIB Group and in the Irish public service (Revenue Commissioners). He was Secretary to the Commission on Taxation 1980-85 and was a member of a number of Government reviews in the areas of local government reform, integration of tax and welfare, business regulation, health funding and higher education.
Member - Jenny Smyth:
Senior Client Partner with Korn Ferry, a global organisation consulting firm, where she acts as a trusted advisor to senior leaders and human resources professionals in the areas of organisation design performance management total rewards management and the employee experience. Ms. Smyth has over thirty years’ experience and prior to joining Korn Ferry led the Talent and Rewards Advisory practice for one of the Big Four firms in Ireland, managed rewards in Western Europe for Diageo plc and ran her own consulting business for over twelve years.
Member - Bryan Andrews:
Former Chief Executive of the Public Appointments Service from 2004 to 2012. Owner of BA and Associates who specialise in Leadership development, executive coaching at individual and top team level, organisation development and transformation.
