Minister of Further and Higher Education, Research, Innovation and Science Patrick O’Donovan TD has today published the third annual Cost of Education options paper.
This year's paper includes options on cost reduction across Further and Higher Education, Research and Apprenticeships.
The paper sets out the various options available to Government to consider in advance of the Budget, such as the costs associated with:
Speaking today, Minister O’Donovan said:
“I am delighted to be publishing the third annual options paper on reducing the cost of education.
“Reducing the cost of education for students and families is a priority for this Government.
“This paper outlines potential levers to reduce the cost of education for students and their families.
“Last year’s paper informed budget considerations. Budget 2024 provided significant improvements to student supports including increases to Maintenance Grants, A new Part-Time Fee Scheme for Specified Undergraduate Courses & the restoration of Maintenance Grants to Postgraduate Students.”

In April of this year a meeting of stakeholders took place to open public discussion on the various choices available to improve student supports.
Significant feedback on the day contributed to the preparation of this paper which sets out possible levers to address the cost of education across each of the sectors.
