The Minister for Finance and Public Expenditure and Reform, Paschal Donohoe, TD has welcomed the publication of the Annual Report for 2018 of the Department of Public Expenditure and Reform.
The Minister stated that the report sets out “an impressive record of achievement across a broad range of areas of public expenditure management and reform of the Civil and Public Service”, as the department continues to implement its Statement of Strategy 2016-2019.
The Annual Report focuses on the main developments during 2018 as the department continues to pursue its two key strategic goals:
• To manage public expenditure at sustainable levels in a planned, rational and balanced manner
• To have public management and governance structures that are accountable, transparent and effective.
The Minister thanked the staff of the department for their work throughout 2018.
Turning to the future, the Minister stated:
“I look forward to continuing to work closely with Minister of State Patrick O’Donovan and all of the staff of the Department of Public Expenditure and Reform to progress our key programmes of work, so many of which are critical to the future of our country.”

Some key areas of work included:
Managing Public Expenditure better by:
Proactively addressing issues that arose as a consequence of Brexit, including supporting the Minister and contributing to the work of the Interdepartmental Group on the EU and Brexit
Continuing to oversee the management of the 2014-2020 EU Structural Fund Programmes, finalising the development of the eCohesion ICT system; and contributing to EU policy development on post 2020 Cohesion Policy
Working to maintain a stable industrial relations climate across the Public Service and managing the cost of the public service pay and pensions bill within the framework of the Public Service Stability Agreement 2018-2020
Driving Civil Service renewal and Wider Public Service reform, including:
Leading the implementation of the Public Service ICT Strategy and implementing the eGovernment Strategy 2017-2020
Implementation of the Public Procurement Reform Programme, including completing 1,122 competitions with a total estimated spend of over €1.3 billion and establishing 29 additional frameworks, 33 discrete contracts and more than 1,089 mini competitions to assist public sector bodies in securing goods and services as well as progressing the eInvoicing Programme.
