The Department of Agriculture, Food and the Marine has established a new Dynamic Purchasing System (DPS) for the provision of Short-Term Contracted Veterinary Services. A Dynamic Purchasing System (DPS) is a completely electronic system used by a Contracting Authority (buyer) to purchase goods, works or services. It is hosted on the eTenders platform. DPSs are agreements for the award of contracts where the vendors that may participate in the award of a specific contract are limited to those appointed (or qualified) to the DPS under the main framework agreement.
This DPS for the provision of Short-Term Contracted Veterinary Services combines the two existing Department DPSs [RFT 127507 – Provision of Locum Tenens (LTs) Veterinary Inspection Services and RFT 146778 – Provision of Border Inspection Post Veterinary Inspection Services] into one DPS and expanding its scope to cover other potential opportunities that may arise as a result of Brexit, a disease outbreak or other emergencies. Participation is extended to include veterinary practices or groups of veterinary practices.
The Dynamic Purchasing System has two Stages:
• Request to participate (RTP) in the DPS (Qualifying stage). Suppliers submit a qualification request to be evaluated; those suppliers who meet the qualification criteria will be added to the pool(s) of suppliers that may participate in a mini competition. Suppliers will be added to the lots for all that are applied for and meet criteria. There are 10 Grouping or ‘Lots’ that are available and suppliers can apply to any or all of those that are relevant to the services that they can provide.
• Mini Competitions – contain detail of the contracts that may available e.g. location, services required, indicative contract duration, fees and award criteria for the contract(s). Qualified/appointed suppliers will be invited to participate.
The Department now invites requests from veterinary practitioners/surgeons, veterinary practices or groups of veterinary practices, to participate in this new Dynamic Purchasing System (DPS) allowing for subsequent applications to any mini-competition for specific Short-Term Veterinary Services Contracts. This includes those who were previously registered on RFT 127507 – Provision of Locum Tenens (LTs) Veterinary Inspection Services and RFT 146778 – Provision of Border Inspection Post Veterinary Inspection Services.
