Open Government in Ireland recognises that the active engagement of citizens and civil society is an essential element to co-create and monitor the Open Government National Action Plan to further enhance:
- Transparency: To further enhance access to government held information, as opposed to only information on government activities.
- Civic Participation: To further increase participation by all interested members of the public to inform decision-making throughout the policy cycle, via formal public participation and/or broader civic participation.
- Public Accountability: To further improve accountability, including rules, regulations and mechanisms that call upon government actors to justify their actions, act upon criticisms or requirements made of them, and accept responsibility for failure to perform with respect to laws or commitments. A public facing element is required.
• Do you have a view on which the Programme for Government Open Government related commitments would have the greatest impact.
• Do you have a proposed action to share that could further enhance the open government values of transparency, civic participation and public accountability?
This is your opportunity to make a contribution.
The questions below will help you to check that your proposed action falls within the open government remit:
- Transparency: Is the proposed action disclosing more information, improving the quality of the information disclosed, improving accessibility of information to the public or enabling the right to information?
If yes, it is relevant to transparency.
- Civic Participation: Is the proposed action creating or improving opportunities, or capabilities for the public to inform or influence decisions? Is the proposed action creating or improving the enabling environment for civil society?
If yes, it is relevant to civic participation.
- Public Accountability: Is the proposed action creating or improving rules, regulations, and mechanisms to publicly hold government officials answerable for their actions?
If yes, it is relevant to public accountability.
The template will guide you in shaping your proposed action. It captures the Open Government Partnership requirements for actions and will support a fair, transparent and consistent process.
But to reduce administrative burden, if you / your organisation has already submitted your proposed action to any Government Department / entity, you can forward it to us stating (i) which open government value it relates too and (ii) to whom it was previously submitted, with their contact details.
All submissions received will be reviewed, collated and shared with the Open Government Round Table members and the relevant public sector officials for their consideration. We will share the outcome of this process with those who make submissions.
