The Department of Children, Equality, Disability, Integration and Youth (DCEDIY) and the Participation Hub, Hub na nÓg, are currently seeking proposals for suitably qualified individuals and/or organisations to develop programme and training content for its online training module on good practice in participation and decision making. This training module will be grounded in the National Participation Framework, the Lundy Model and the UNCRC.
Hub na nÓg supports government departments and agencies and public services to ensure that children and young people participate in decision making that is relevant to their lives at policy, planning and everyday spaces level. The development of an online module in collaboration with key stakeholders across all sectors of public service is a key component of the enabling environment and capacity building priority of the Hub.
An Academic Advisory Group chaired by the Hub and with a membership of senior academic leaders in participation and across all relevant sectors has provided advice on the scope and content of this work to date. A consultation across a wide range of stakeholders was undertaken in 2022 and a written report of this consultation has also informed this work.
The successful applicant will provide reports and updates to the Academic Advisory Group, as well as seeking members’ advice at key stages of development. The successful applicant will also work with Hub na nÓg to recruit, establish and facilitate a Youth Advisory Group who will inform on and contribute to the online module content.
Additionally consultation and engagement with cross-sectoral stakeholders will be required to further inform the ongoing relevance of the module across all sectors.
Successful applicants should have previous experience of training or education with adults on issues relating to children and young people. Applicants must also have significant experience and excellent understanding of good practice in children and young people’s participation in decision-making and have knowledge of children and young people’s participation theories and methodologies and experience of working directly with children and young people. Experience in planning online training or education is also essential.
The DCEDIY published the first National Strategy on Children and Young People’s Participation in Decision Making (2015-2020) in 2015. The Strategy is guided and influenced by the United Nations Convention on the Rights of the Child and the EU Charter of Fundamental Rights. The DCEDIY committed to the establishment of a national children and young people’s participation hub (Hub na nÓg) to support implementation of the Strategy.
The aim of Hub na nÓg is to be a centre of excellence and support Government Departments, State agencies and non-government organisations to give children and young people a voice on decisions that affect their lives, with a particular focus on seldom-heard children and young people.

The DCEDIY and Hub na nÓg is seeking applications from individuals or organizations to develop programme and training content for its online training module on good practice in participation in decision making. This training module will be grounded in the National Participation Framework, the Lundy Model and the UNCRC.
The module will use the National Framework for Children and Young People’s Participation in Decision-making 2021 and The Lundy Model of Participation as the cornerstone of the approach to consulting children and young people, with a key focus on outlining guidance on how to ensure that Space, Voice, Audience and Influence can be achieved in everyday spaces and in policy planning and decision making contexts.
It is hoped that the module will have a duration of approximately 3 hours. It is expected that this 3 hours will be divided into 9 x 20 minute blocks for online delivery. These blocks will be available as a package which will lead to the production of a certificate or as standalone modules.
Expected tasks for the successful applicant may vary but will include:
1. Reflecting the terms of reference and minutes of the Academic Advisory Group, the Stakeholder Consultation Report and a first phase of scoping work carried out by Hub na nÓg, set out the scope, structure and content of an online module on the participation of children and young people in decision making.
2. Review of existing training content/methodologies and sessions provided by Hub na nÓg and evaluate their suitability/transferability for an online module.
3. Recruit and work with a Youth Advisory Group who will inform on and contribute to the online module content.
4. Provide feedback at all stages of the work to the Hub and at key milestones to the Academic Advisory group, and agree with the Hub and Advisory Group as relevant on required changes, iterations, user testing and the next steps.
5. In partnership with Hub na nÓg consult and engage with other cross sectoral stakeholders to ensure that the content developed is relevant across all sectors and meets relevant qualification criteria for accreditation for continual professional development.
6. Write/Develop a scoping document that will include all training content and map out the programme for training for the technical build of the online module*.
*Please note that the candidate will not be expected to build the technical aspect of the online module.
● Applicants must undergo induction/preparation for the role with Hub na nÓg
● An initial induction meeting will take place in July with work to ideally commence in August. There may be some flexibility with timelines - however, work is expected to be completed by 30/11/2023.
● Successful vetting completed or be willing to be vetted.
● Successful candidate or the organisation by whom they are employed, must hold valid tax clearance. (See Sections 5 below).
● Successful candidate or the organisation by whom they are employed, must hold adequate insurances.
● Successful candidates will be required to provide details of two referees who can provide verification of experience.
Proposals should provide evidence of the service provider’s:
● Experience of developing training or education content in particular preparing content for online training or education
● Experience in facilitating training or education on issues relating to children and young people (certification or qualification in training, professional learning or adult education desirable)
● Experience of working directly with children and young people in participatory initiatives and/or consultations
● Experience and understanding of good practice in children and young people’s participation in decision-making and knowledge of children and youth people’s participation theories
● Knowledge of UNCRC as it relates to participation and of relevant national participation policies and frameworks is essential
● Theoretical knowledge of participation models
