The Food Vision 2030 Strategy is a ten-year Strategy for the Irish agri-food sector (taken to include primary agriculture, food and drink processing and manufacturing, fisheries, aquaculture and fish processing, forestry and forestry processing and the equine sector).
Its Vision is that Ireland will become a world leader in Sustainable Food Systems (SFS) over the next decade. This will deliver significant benefits for the Irish agri-food sector itself, for Irish society and the environment. In demonstrating the Irish agri-food sector meets the highest standards of sustainability – economic, environmental, and social – this will also provide the basis for the future competitive advantage of the sector.
By adopting an integrated food systems approach, Ireland will seek to become a global leader of innovation for sustainable food and agriculture systems, producing safe, nutritious, and high-value food that tastes great, while protecting and enhancing our natural and cultural resources and contributing to vibrant rural and coastal communities and the national economy.
Impact 2030: Ireland’s Research and Innovation Strategy puts research and innovation (R&I) at the heart of addressing Ireland’s social, economic and environmental challenges.
Impact 2030 will maximise the impact of research and innovation on many national priorities. It will progress objectives shared across the Irish R&I system such as maximising its impact on public policymaking and implementation, and nurturing and attracting talent.
Minister for Further and Higher Education, Research, Innovation and Science, Simon Harris, launched the strategy on 18 May 2022.
Impact 2030 has five pillars, on the impact of:
• research and innovation on our economy, society and the environment
• research and innovation structures on excellence and outcomes
• innovation on enterprise success
• talent at the centre of the research and innovation ecosystem
• research and innovation on Ireland’s all-island, EU and global connectivity
Three work programmes will guide implementation of the strategy. The strategy document contains the first work programme, which will last three years.
Launched periodically, this strand will cover experimental research under broad thematic, cross-cutting and mission-orientated approaches to key RDI challenges. The inclusion of ‘other eligible actors’ will be piloted with the aim to include the activities of ‘innovation intermediaries’ to support RPOs with the wider stakeholder knowledge transfer/dissemination activities of the project and encourage a multi-actor engagement in the projects. Co-funding with other agencies will continue as a feature of this programme.
By facilitating participation in relevant competitive calls operated trans/inter-nationally, this strand will enable researchers in Irish RPOs to leverage expertise, data, and other infrastructure not readily available in Ireland and help embed them in multi country consortia that are better placed to compete under large non-Exchequer funded Calls.
This strand is designed to provide a more flexible funding vehicle capable of addressing mainly policy issues more rapidly whilst still requiring scientific rigour. It is proposed that the initial Call under this programme will be run on a pilot basis early next year and, if successful, will be rolled out through smaller, more frequently open Calls based on specific topics identified by DAFM to address immediate or short- to medium-term strategic/policy needs.
This will comprise two industry-oriented initiatives:
• Research Plus, which aims to bring completed or near completed DAFM funded projects to a point where they are eligible for funding under programmes operated by other organisations in particular EI’s Commercialisation Programme.
• Innovation Platform, will facilitate industry-led, higher TRL level, 5-year collaborative research with RPOs with mandatory industry co-funding of 30%.
This strand will be used on an on-going basis to fund relevant miscellaneous ancillary coordination and support type activities relating to research undertaken by DAFM-funded RPO based researchers as deemed appropriate.
