Ungulates Intended for a Confined Establishment

1. The confined establishment must be approved and listed and adhere to high animal health requirements, specific surveillance and biosecurity requirements and controlled management of animals as detailed in in in Article 30-32 of CDR 2020/692.
2. Confined establishments are permanent premises for the purpose of education, conservation, research or exhibitions, such as such as zoos or laboratories.
3. Ungulates covered by this section are all hooved animals (except equines), which includes alpacas, antelopes, camels, cows, elephants, giraffes, goats, hippos, llamas, pigs, rhinos, sheep, tapirs and wild pigs. These lists of ungulates are detailed in sections 1 of chapter 19, 20 and 21 of Regulation (EU) 2021/403.
4. Kept Ungulates intended for a confined establishment must comply with the general import conditions for live animals on gov.ie - Live Animal Imports (www.gov.ie)
5. Regulation (EU) 2016/429 (‘Animal Health Law’) and Commission Delegated Regulation (EU) 2020/692 lay down the rules for the entry into the Union of kept ungulates for a confined establishment.
6. A licencing system applies to the entry of ungulates intended for a confined establishment into the EU and which are destined for an approved confined establishment in Ireland. See section Vet 22 Licence below.
1.Consignments of ungulates intended for a confined establishment must come from an approved and listed confined establishment and must be dispatched directly from that confined establishment to a confined establishment in the Union.
2. The ungulates must be individually identifiable buy an injectable transponder or an alternative method of identification which ensures an unequivocal link between the animal and its accompanying animal health certificate and entry documentation.
3. The ungulates must comply with the import requirements specified in the Vet 22 licence and health certificate.
4. The ungulates must comply with the required residency period as laid out in Table 1 of Annex III to Regulation (EU) 2020/692.
Authorisation for the entry into the EU of ungulates for a confined establishment must be provided in advance of their movement from the Dept of Agriculture – a Vet22 Licence.
The application form, including details on relevant contacts, is provided below.
Commission Delegated Regulation (EU) 2020/692, Annex XII, lays down the criteria for entry into the union from confined establishment of origin of the ungulates intended for confined establishments with regards to:
A. Minimum periods without reported disease in the confined establishment of origin
B.. Minimum areas (radius) and periods without reported disease in the area around the confined establishment of origin
C. Minimum periods of disease freedom of the third country where the confined establishment of origin is located
D. Alternative guarantees to be provided by the competent authority of the third country as regards certain listed diseases
E. Requirements as regards the absence of vaccination against certain diseases for the third country and for the ungulates intended for confined establishments:

Consignments imported from third countries must be accompanied by the relevant health certificate, which conforms to the models laid down in Regulation (EU) 2021/403 and which is signed by an official veterinarian or inspector of the veterinary authority in the country of origin.
1. Consignments live animals entering the EU must be inspected at an EU-approved Border control Post (BCP) designated for ungulates (‘U’) where Member States' official veterinarians ensure they fulfil all the requirements provided for in the EU legislation List of designated BCPs .
2. The person responsible for the load being imported (the importer or a customs agent acting on their behalf) must give the BCP at the intended point of entry advance notification of the arrival of the consignment.
There is a required minimum pre-notification notice period of at least 24 hours’ notice in advance of the consignment’s arrival.
Failure to submit correct documentation within this timeline may result in significant delays in the consignment being processed through the Border Control Post.
Pre-notification is given by the submission of Part 1 of the Common Health Entry Document (CHED-P), as is laid down in Commission Implementing Regulation (EC) No. 2019/1715, through the online TRACES system.
3. Copies of other supporting documentation associated with the consignment should be submitted at this time as well - such as the Health Certificate, Vet 22 licence, Invoice, Packing list and so on.
4. Necessary documents and logistical information must be submitted 24 hours in advance via the DAFM Import Portal .
1. All live animals from third countries require veterinary checks at their point of entry into the European Union, as listed in Annex I to Commission Implementing Regulation (EU) 2021/632.
2. EU harmonised import controls are carried out at an approved Border Control Post (BCP) that is designated to deal with that species of animal. A consignment of ungulates may only enter Ireland through an approved Border Control Post (BCP) designated for the type of ungulate being imported.
3. Providing all the documentation has been submitted correctly and within the correct timeframes, a large proportion of the documentary check can be commenced in advance of the consignment’s arrival. This includes examination of the veterinary certificate and other documents accompanying a consignment.
The original hard copy of the health certificate must travel with the consignment and will be checked and held at the BCP at the point of entry into the EU.
4. Provided all is in order with the documentary check, the consignment of live animals will then be subject to an identity check and physical check with/without sampling as appropriate at the BCP.
5. Upon satisfactory completion of the required checks, the decision is entered in Part 2 of the CHED which must accompany the consignment to the first place of destination referred to in the CHED. The consignment must be monitored to its destination.
6. If the consignment does not meet the import requirements, the consignment may be rejected entry and re-exported or in exceptional circumstances, humanely destroyed if necessary.
• Provided the consignment passes the controls at the BCP, the consignment must travel directly to the establishment of destination as indicated on the Vet 22 licence, health certificate and the CHED.
• The operator responsible for the establishment at the place of destination must notify the competent authority (CA) of the arrival of the consignment at the establishment of destination on the CHED as soon as possible and within 24 hours of arrival.
• Following inspection of the consignment, the CA must complete part III of the CHED to finalise the monitoring to destination. This part must be completed within 15 days of the arrival of the consignment at the establishment of destination.
• Following their entry into the Union (i.e. release from the BCP), consignments of ungulates must be transported directly to the confined establishment of destination and remain there for a period of a least 6 months prior to the date of movement to another confined establishment of the Union, unless exported from the Union or moved for slaughter.
