The Climate Action Plan 2024 (CAP24) is the third annual update to Ireland’s Climate Action Plan.
The purpose of the Climate Action Plan is to lay out a roadmap of actions which will ultimately lead us to meeting our national climate objective of pursuing and achieving, by no later than the end of the year 2050, the transition to a climate resilient, biodiversity rich, environmentally sustainable and climate neutral economy. It aligns with the legally binding economy-wide carbon budgets and sectoral emissions ceilings that were agreed by Government in July 2022.
A draft of the Plan was agreed by Government in December 2023 and, following the completion of Strategic Environmental Assessment, Appropriate Assessment, and a six week public consultation, the finalised version of the CAP24 was approved by Government on 21 May 2024. Please note that the version available below will be subject to some minor editorial changes.
Climate Action Plan 2024 builds upon last year’s Plan by refining and updating the measures and actions required to deliver the carbon budgets and sectoral emissions ceilings. The Plan provides a roadmap for taking decisive action to halve Ireland’s emissions by 2030 and reach net zero by no later than 2050, as committed to in the Climate Action and Low Carbon Development (Amendment) Act 2021.
The supplementary Annex of Actions which accompanies the Climate Action Plan has also been approved by Government. For 2024 a new approach to the Annex has been implemented that will see only new, high-impact actions included in the Annex, while the full roadmap of actions to support the delivery of our climate targets remains within the Climate Action Plan itself.
Climate Action Plan 2024 was subject to Strategic Environmental Assessment (SEA) and Appropriate Assessment (AA) in accordance with European Union Directives. The SEA Environmental Report and Natura Impact Statement were the subject of public consultation along with CAP24.

A Call for Expert Evidence was launched on 23 May 2023 to support and inform the preparation of CAP24. It sought submissions and evidence-based views from expert stakeholders, academic institutions, researchers, and analysts in the climate, energy, environment and industry sectors. A summary of the responses received is published below.
CAP24 was also subject to a public consultation, which provided an opportunity for interested parties to share their views on CAP24, the Annex of Actions, and the associated environmental documents. A summary report on the submissions received is published below.
