The Minister for Children, Equality, Disability, Integration and Youth has determined that Strategic Environmental Assessment does not apply to the Institutional Burials Bill on the basis that:
(a) it is not prepared for agriculture, forestry, fisheries, energy, industry, transport, waste management, water management, telecommunications, tourism, town and country planning or land use;
(b) it does not provide a framework for development consent of projects listed in the EIA Directive; and
(c) it is not site specific so it is not likely to have a significant effect on Natura 2000 site which leads to a requirement for Article 6 or 7 assessments.
