Section 9 of the Social Welfare Act 2017, enacted on 23 December 2017, provided that the Minister within 6 months of the Bill being enacted, would bring forward a report to the Committee on Social Protection reviewing the operation of the Working Family Payment, including the requirement to work 19 hours per week, or 38 hours per fortnight, to qualify for the payment.
Working Family Payment (WFP) is an in-work support that provides an income top-up for low-earning employees with children. The payment is provided tax-free and is paid weekly. The payment effectively preserves the incentive to take up or remain in employment in circumstances where the employee might only be marginally better off in work. The overall aim of the WFP is to encourage employment among low-income workers with children.
