Developed by staff in the Research and Evaluation Unit, the mid-term review of the Comhairle na nÓg Five Year Development Plan serves as a progress and process review on the implementation of the Five Year Development Plan since its introduction. Furthermore, the paper includes a number of future considerations in the context of any potential successor strategy. The mid-term review assesses progress across the 5 strategic goals and all 131 sub-actions contained within the Development Plan.Since the introduction of the development plan in 2021, there has been significant progress made on all goals and the vast majority of actions and sub-actions.
The paper develops over 4 main sections. Section 1 of the paper focuses on background and context and includes overviews of both Comhairle na nÓg and the introduction of the Five-Year Development Plan. Section 2 continues with a broad overview of progress made to date, and is followed up with goal-level progress updates within section 3. Section 4 concludes with a number of recommendations and future considerations.
A full progress update in respect of all sub-actions within the Development Plan is provided in the appendix.
