National Policy Objective 37 of the National Planning Framework (NPF) provides for a Housing Need and Demand Assessment (HNDA) to be undertaken in each local authority area. The objective is to ensure long-term strategic housing needs are met.
The purpose of the HNDA is to:
A HNDA should be developed by each local authority to support the preparation of housing strategies and all related housing policy outputs, for example: city and county development plans, local area plans. This is to ensure that the plan-making system is supported by a robust methodology to inform policies and funding initiatives around housing and associated land requirements.
On this page you will find guidance on the preparation of a HNDA and an Excel based HNDA Tool and associated instructions. (The Tool was developed and made available by the department in collaboration with the Scottish Centre for Housing Market Analysis.) It can be used to run a number of different scenarios to estimate the future number of additional homes required in the local authority area to meet existing and future housing need and demand, broken down by tenure type.
